(L&D) - Deputy Prime Minister Ho Quoc Dung requests the Ministry of Justice to continue working with the ministries, sectors, and localities to resolve institutional obstacles in a “liberating” manner, enhancing the autonomy of localities.
Results of judicial work in 2025 and the 2021–2025 period
On the afternoon of 11 November, at the headquarters of the Ministry of Justice, Deputy Prime Minister Ho Quoc Dung chaired a working session with the Ministry of Justice on the situation of legal institutional construction and improvement, as well as the key tasks in the upcoming period.

Reporting on the results of judicial work in 2025 specifically, and the 2021–2025 term in general, Deputy Minister of Justice Nguyen Thanh Tinh stated that during this period, the Ministry and judicial sectors have focused on unified and synchronous leadership, direction, and management of judicial work; the guidance and administration have become increasingly decisive and urgent, with many innovations in line with the direction and administration principles of the Government and the Prime Minister. To date, the Ministry has completed 100% of the tasks according to the planned work schedule. Administrative reform efforts have continued to be promoted and have achieved positive results.
The Ministry of Justice is vigorously implementing the task of developing a plan to reduce and simplify administrative procedures based on data, under the direction of General Secretary To Lam, ensuring that the report is submitted before 15 November 2025.
Pointing out limitations in the Ministry’s and judicial sectors’ activities in recent times, Deputy Minister Nguyen Thanh Tinh noted that some quality appraisal reports have not met requirements. The handling of bottlenecks in the legal system remains at a low rate. The reception and response to feedback and recommendations from citizens and businesses are still incomplete and untimely. The implementation of digital transformation and the development of databases to enhance the efficiency of state management in certain areas of the Ministry and judicial sectors have lagged behind the planned schedule.
Objectively, these challenges are due to a sudden increase in workload, with many tasks in legislative development being unprecedented. Subjectively, the human resources of the Ministry and judicial sectors remain limited in quantity, and their quality is uneven.
In the upcoming period, the Ministry of Justice will effectively perform its duties as the standing agency of the Central Steering Committee on institutional and legal improvement; coordinate with ministries, sectors, and localities to develop plans and solutions to address 730 out of 787 reflections and recommendations in 2025; focus resources and closely collaborate with businesses in the development and operation of information systems and databases to transform the methods of direction and administration of state management by the Ministry and judicial sectors, and implement data-based administrative procedure resolution.
Resolving institutional obstacles in practice through a “liberating” approach, enhancing the autonomy of localities
Listening to the report presented by Deputy Minister of Justice Nguyen Thanh Tinh and the statements of Deputy Chief of the Government Office Do Ngoc Huynh, along with representatives of leadership from several units under the Ministry of Justice, Deputy Prime Minister Ho Quoc Dung highly appreciated the efforts and dedication of the Ministry of Justice staff during the past period. The volume of work carried out by the Ministry has been very large.
In the context of the country simultaneously implementing three revolutions—revolution in institutions, revolution in organizational apparatus, and the revolution to develop the country with a goal of double-digit growth from 2026—the improvement of institutions is the most important strategic breakthrough. To develop the country, institutions must be perfected. To reorganize the organizational apparatus, it must also start from institutions. Therefore, according to the Deputy Prime Minister, the role of the Ministry of Justice in advising and assisting the Government in law-making, and coordinating law-making activities of the ministries and sectors, is extremely important.
The Deputy Prime Minister expressed particular satisfaction upon hearing the report, noting that the Ministry of Justice has completed 100% of its tasks on schedule, while some other ministries and sectors still have dozens, even hundreds, of pending documents and tasks. This demonstrates the seriousness and high sense of responsibility of the Ministry of Justice.
In the upcoming period, in addition to routine tasks, the Deputy Prime Minister requested that the Ministry’s leadership and the entire sector further enhance their sense of responsibility, act more decisively and urgently, and be more proactive in advising the Government to institutionalize promptly and fully the Party’s directives and resolutions.
The Ministry of Justice must be exemplary and take the lead, strictly adhering to procedures and especially to deadlines in law-making work in accordance with the Law on the Promulgation of Legal Normative Documents. Only when the Ministry of Justice performs well can it urge other ministries and sectors to follow suit.
The Deputy Prime Minister requested that the Ministry of Justice continue to strengthen monitoring, supervision, and strict control over the preparation of legal documents; inspect ministries, sectors, and localities in implementing the provisions of the Law on the Promulgation of Legal Normative Documents, particularly in coordinating the submission of documents by ministries, sectors, and localities; and improve the quality of document appraisal. Pointing out that many ministries and sectors still have pending detailed regulatory documents and implementation guidance for laws and ordinances, the Deputy Prime Minister requested that the Ministry compile and report to him and the Prime Minister monthly, to be reported at Government meetings and to hold the ministries and sectors accountable for delays.
In particular, the effectiveness of laws after promulgation must be evaluated, especially regulations on decentralization and delegation of authority. According to the Deputy Prime Minister, recently, laws have been enacted very quickly, with some laws being passed at a pace equivalent to many years combined. Now is the time to review how these regulations are being implemented in practice.
At the same time, the Ministry of Justice needs to focus on completing key tasks from now until the end of the year and for 2026. It should further promote the effectiveness of digital transformation in its activities, enhancing the role of the National Legal Portal in social life. The Ministry must continue to supervise and coordinate with ministries, sectors, and localities to resolve institutional obstacles in practice through a “liberating” approach, increasing the autonomy of localities. It must also perform well in resolving international disputes.
The Ministry should continue to effectively implement Resolution 66, as well as advise the work of the Central Steering Committee on Institutional and Legal Improvement and the Steering Committee for Handling Obstacles. It must finalize the review and feedback of draft laws submitted at the 10th Session, while preparing other important draft laws and projects, including the project on improving the structure of the legal system. The quality of the staff engaged in institutional construction must be enhanced, which is a core issue, particularly in ministries, sectors, and localities. Appropriate regimes and policies are needed to attract and retain talented personnel in this field.
In response, on behalf of the Party Standing Committee and the leadership of the Ministry of Justice, Minister Nguyen Hai Ninh promised to seriously absorb and effectively implement the directions of the Deputy Prime Minister, especially those matters where the Deputy Prime Minister requested the Ministry of Justice to accelerate progress and ensure work quality to contribute to the overall work of the Government and the Central Committee.
On behalf of the Party Standing Committee, the leadership of the Ministry, and all Ministry of Justice staff, the Minister wished the Deputy Prime Minister good health and continued attention and direction to enable the Ministry of Justice to excellently fulfill its tasks. The Minister expressed confidence that, with the decisiveness and close guidance of the Deputy Prime Minister, the work of the Ministry and judicial sectors in the upcoming period will continue to improve in quality and effectiveness.
(L&D)-Deputy Prime Minister Ho Quoc Dung requests the ministries and ministerial agencies to regard the removal of difficulties and the improvement of institutions as the highest priority task, focusing on definitively handling all remaining recommendations and obstacles for reporting to the Steering Committee and the Prime Minister.

(L&D) - This was the directive of Prime Minister Pham Minh Chinh at the 3rd meeting of the Central Steering Committee on Housing Policy and the Real Estate Market, held on the morning of November 11.
(L&D) - The resolution of the National Assembly Standing Committee specifies that the 16th National Assembly will consist of 500 deputies, including 217 deputies from central agencies and 283 deputies from localities. The expected composition of members from the Politburo and Secretariat is 12 – 14 people.
(L&D) The Government has promulgated Decree No. 289/2025/ND-CP providing guidance on the implementation of Resolution No. 197/2025/QH15 dated 17 May 2025 of the National Assembly, regarding special mechanisms and policies in lawmaking and law enforcement.
(LND) – On the morning of November 10, the National Assembly passed a resolution electing Mr. Do Van Chien, Member of the Politburo and Permanent Deputy Secretary of the Party Committee of the National Assembly, to the position of Vice Chairman of the National Assembly.
