Large-scale review to identify “bottlenecks” in legal regulations
On the afternoon of 12 November, Deputy Prime Minister Ho Quoc Dung chaired a meeting with relevant ministries and sectors to review and remove difficulties, obstacles, and “bottlenecks” in legal regulations.

At the meeting, Deputy Minister of Justice Phan Chi Hieu reported on the review and removal of legal obstacles in recent times. Accordingly, the review and removal of difficulties, obstacles, and “bottlenecks” in legal regulations have received special attention from the Government and the Prime Minister, with frequent directions for implementation.

The Government and the Prime Minister have issued numerous documents directing the ministries, sectors, and localities to focus on reviewing and immediately removing difficulties and obstacles, and to improve institutions, laws, mechanisms, and policies, considering this one of the key solutions to promote growth, control inflation, stabilize the macro-economy, unlock resources, and foster socio-economic development.
The Prime Minister has paid particular attention and provided close direction, as shown by the establishment in 2023 of a Task Force and a Review Steering Committee headed by the Deputy Prime Minister. On 8 July 2024, the Prime Minister established the Steering Committee for Reviewing and Addressing Obstacles in the System of Legal Normative Documents, chaired by the Prime Minister, to direct the review and organize the implementation of resolving obstacles in the legal system.
In implementing the 2025 Work Program of the Central Steering Committee on institutional and legal improvement, and the review and obstacle-removal plan of the Central Steering Committee, the ministries and agencies have continued to finalize the review, ensuring the accuracy of the results. The post-review results show a total of 2,088 reflections and recommendations. Of these, 787 reflections and recommendations were identified as involving difficulties and obstacles requiring resolution.
Among these, 106 obstacles were identified as urgent and must be addressed in 2025 under the streamlined procedure authorized by the National Assembly in Resolution No.
206/2025/NA15 for handling within 2025.
As of 15 October 2025, the handling work has achieved initial results. Specifically, 57 out of 787 obstacles have been completely resolved, reaching a rate of 7.24%. For the group of urgent obstacles, 7 out of 106 items have been resolved.
However, the report frankly states that the number of obstacles thoroughly resolved remains low. Currently, as many as 730 out of 787 items (accounting for 92.76%) are still under review and processing by the ministries and sectors.
According to Deputy Minister Phan Chi Hieu, the Ministry of Justice is working with the ministries and sectors to resolve within 2025 the difficulties and obstacles created by legal regulations identified as urgent and “bottleneck” issues; the remaining difficulties and obstacles created by legal regulations will be addressed through the application of special mechanisms and overall amendments.
Improving institutions is the central political task of the ministries and sectors at the end of 2025
Concluding the meeting, Deputy Prime Minister Ho Quoc Dung emphasized that failure to resolve institutional obstacles would create bottlenecks and hinder development. Therefore, institutional improvement must be regarded as “paving the way for development” and as the number-one priority task of the ministries and sectors for the remainder of the year.

Deputy Prime Minister requests the ministries and sectors to proactively and definitively handle matters within their authority, without waiting or shifting responsibility.
“For circulars and regulations of a ministry, the ministry has the authority to amend them. It is unacceptable for minor issues to be prolonged, causing bottlenecks for businesses and localities,” the Deputy Prime Minister emphasized.
The Deputy Prime Minister set the deadline of 15 December to basically complete the handling of all recommendations and obstacles for reporting to the Steering Committee and the Prime Minister. “From that point onward, there should be no more statements of ‘in process, will do’; the work must be concluded with concrete results,” he required.
In addition, the ministries must report detailed progress, specifying which matters have been handled, which have not, the reasons, and the completion deadlines. The Ministry of Justice is responsible for compiling and reporting to the Steering Committee and submitting to the Government, accompanied by specific conclusion notices.

The Deputy Prime Minister requested the Ministry of Justice to coordinate with the ministries and sectors to finalize the draft Government Resolution on removing difficulties and obstacles in institutions, and report to the Prime Minister in December 2025. The Resolution must clearly assign responsibilities to each ministry and sector in addressing “bottlenecks,” while also proposing amendments and supplements to any outdated or inadequate legal provisions and documents.
The ministries and sectors need to focus on decisive leadership, fully fulfilling their responsibilities, treating the removal of difficulties and institutional improvement as a central political task from now until the end of the year.
Expressing appreciation to the ministries and sectors for their proactive and responsible efforts in finalizing the draft Resolution and handling institutional obstacles so far, the Deputy Prime Minister also noted that time is very limited, and without decisive action, it will not be completed in time. Reports to the Government and the Steering Committee on the review and resolution of obstacles in the system of legal normative documents at the end of the year must be substantive, not formalistic, and must not be vague.
(L&D) - On the morning of 13 November, Deputy Minister of Justice Nguyen Thanh Tu held a working session with ministries and agencies on the draft Research Report and the formulation of the Project “Improving the Structure of Viet Nam’s Legal System to Meet the Requirements of National Development in the New Era” in the fields of culture, education, social management, and development.

(L&D) - This was the directive of Prime Minister Pham Minh Chinh at the 3rd meeting of the Central Steering Committee on Housing Policy and the Real Estate Market, held on the morning of November 11.
(L&D) - The resolution of the National Assembly Standing Committee specifies that the 16th National Assembly will consist of 500 deputies, including 217 deputies from central agencies and 283 deputies from localities. The expected composition of members from the Politburo and Secretariat is 12 – 14 people.
(L&D) The Government has promulgated Decree No. 289/2025/ND-CP providing guidance on the implementation of Resolution No. 197/2025/QH15 dated 17 May 2025 of the National Assembly, regarding special mechanisms and policies in lawmaking and law enforcement.
