Phu Tho’s New Growth Orientation – A Breakthrough Affirming the Position of the Land of the Ancestors

(L&D) - With a long-term vision and innovative mindset, Phu Tho is asserting its role as a leading driver in the Northern Midland and mountainous region. During the 2025–2030 period, the province will focus on implementing four strategic breakthrough areas, viewing them as the key to achieving strong progress toward the goal of “Phu Tho – a place worth visiting, worth living in, safe, and prosperous.”
First, a breakthrough in planning has been identified as a crucial foundation. The provincial plan for the 2021–2030 period, with a vision toward 2050, has been developed with an open mindset, effectively leveraging the province’s unique potential and competitive advantages.
The 1st Provincial Party Congress of Phu Tho marked an important milestone for the new development orientation.
Accordingly, Phu Tho aims to become a leading province in the region, with a modern, synchronized, and environmentally friendly infrastructure system; and to develop a connected chain of tourism, logistics, healthcare, education, and commerce.
Attracting Investment – Driving Growth
Phu Tho identifies improving the investment environment and administrative reform as key pillars of growth. Following the administrative merger, the development space has expanded, creating significant opportunities to restructure the economy and promote industry and services.
The provincial government has demonstrated a proactive, forward-looking approach, accompanying investors by building a flexible and professional administrative apparatus and fully applying the highest preferential policies under current regulations. As a result, Phu Tho has become a “golden destination” for many domestic and international corporations, particularly in high-tech industry, green energy, and manufacturing.
A notable advancement is the strong investment in transportation and urban infrastructure. Resolution of the People’s Council No. 26 dated July 23, 2025, approved the provincial medium-term public investment plan for 2021–2025, with a total capital exceeding VND 108,000 billion.
Ba Thien II Industrial Park has been developed in a synchronized and modern manner, attracting strong interest from investors.
Key projects such as the Hoa Lac – Hoa Binh – Viet Tri expressway, Hanoi Ring Road No. 5, along with numerous bridges over the Red River, Da River, and Lo River, are being implemented decisively, opening new development space and creating interregional connectivity corridors. This serves as a driving force for Phu Tho to become a “connection hub” between the Red River Delta and the Northwest region.
Alongside infrastructure, high-quality human resources are considered a core factor for sustainable development. Currently, Phu Tho has nearly 1.9 million workers, accounting for 47% of the population. The province has issued a Resolution on developing high-quality human resources, aiming by 2030 to standardize 70% of vocational training programs and train 50,000 high-quality workers, including 5,000 specialists in artificial intelligence, digital technology, tourism, healthcare, and green energy.
Strong Growth – Affirming the Position as a Development Hub in the Northern Midland and Mountainous Region
Thanks to decisive leadership and synchronized policies, Phu Tho’s economy grew by 10.22% in the first nine months of 2025, exceeding the targets set by the Government. The Industrial Production Index (IIP) rose by 37.34%, ranking among the highest nationwide. The services sector grew by 8.11%, and trade and tourism recovered strongly with over 3.6 million visitors and revenue of VND 12,300 billion.
The urban landscape of Viet Tri ward is increasingly transforming, laying a foundation for successfully achieving the objectives of the 2025–2030 term Resolution.
In particular, the province’s total investment capital reached VND 102,900 billion, an increase of 18.13% compared to the same period last year – a testament to the business community’s confidence in the local government. Agriculture is shifting toward high-tech production, developing organic farming and OCOP products, creating sustainable livelihoods for rural residents.
From these achievements, Phu Tho is gradually asserting its position as a dynamic industrial–service hub in the Northern Midland and mountainous region. With a vision toward 2050, the province aims to become one of the leading northern localities, a safe destination rich in cultural identity and deeply integrated globally.
“Phu Tho – the ancestral land rising strongly on a new development journey” is not just a slogan but has become a reality – realized through the unity, creativity, and aspiration of the entire political system, enterprises, and people of the province.
(L&D) - On October 8–9, 2025, the Department of Legal Dissemination, Education and Legal Aid (DLDLA) under the Ministry of Justice consecutively organized training conferences aimed at enhancing the capacity and knowledge on legal aid for reputable individuals and grassroots officials in Quang Tri Province.
(L&D)-In implementation of the 2025 Legal Aid Work Plan, the Department of Legal Dissemination, Education and Legal Aid under the Ministry of Justice organized a training conference to enhance knowledge on the mechanism for coordination and the provision of legal aid information for procedural authorities, procedural officers, and commune-level officials in Can Tho City.
(L&D) -Immediately after implementing the two-tier local government model, the restructuring of officials and civil servants has achieved many notable results; however, there remain several difficulties and challenges that need to be addressed.
(L&D)-Prime Minister Pham Minh Chinh signed and released the Official telegram No. 190/CĐ-TTg dated October 7, requesting Ministers, Heads of ministerial-level agencies, Governmental agencies, and Chairpersons of Provincial People’s Committees and centrally-run cities to resolutely implement measures to increase housing supply, reduce housing and real estate prices, and stabilize the market.
(L&D) - The protection, care, and improvement of public health are entering a new chapter as the Government submits to the National Assembly the draft Law on Disease Prevention — a law expected to serve as the “heart” of the healthcare legal system, placing disease prevention as the top priority.
(L&D) -The decentralization of governance forms an integral part of administrative reform, aiming to restructure the two-tier local government model toward enhancing the effectiveness and efficiency of governance, streamlining the administrative apparatus, and better serving for citizens and enterprises under the principle of “only doing better.”
(L&D)-The Ministry of Education and Training has announced a Draft Decree amending and supplementing the provisions on administrative penalties in the fields of education and vocational education, aiming to strengthen discipline and order in order to build a healthy, fair, and civilized educational environment.
(L&D) – On the morning of October 6, at the Party Central Committee’s Headquarters, the 13th Plenum of the 13th Party Central Committee solemnly opened. Party General Secretary To Lam chaired the meeting. Politburo member and State President Luong Cuong presided over the opening session.
