(L&D)-On the morning of October 27, Prime Minister Pham Minh Chinh, together with leaders of ASEAN member states, China, Japan, and the Republic of Korea, attended the 28th ASEAN+3 Summit at the Kuala Lumpur Convention Centre.
The Director of the ASEAN+3 Macroeconomic Research Office (AMRO) and the Chair of the East Asia Business Council (EABC) attended the Summit as guests of the Chair.
The countries noted that since its establishment in 1997, ASEAN+3 has become an important cooperation mechanism, focusing on developing networks for economic, financial, and regional development safety.
The Summit recorded that the implementation of the ASEAN+3 Work Plan for the 2023–2027 period has reached 62%. The ongoing multilateralization of the Chiang Mai Initiative (CMIM) is helping to strengthen the regional financial safety net. AMRO has increasingly played an active role in supporting member countries in formulating policies to maintain macroeconomic stability. The ASEAN+3 Emergency Rice Reserve (APTERR) has become a tool contributing to the promotion of food security in the region.
Leaders of the ASEAN+3 countries emphasized that, given the current global and regional instabilities, ASEAN+3 cooperation needs to reaffirm its role as a main driver in promoting collaboration, creating a favorable environment to sustain East Asia’s growth momentum, responding promptly and effectively to challenges, and enhancing resilience against internal and external shocks.
In their statements at the Summit, leaders of China, Japan, and the Republic of Korea underscored the theme of “Inclusiveness and Sustainability,” the role of ASEAN in promoting growth and development in the region, and reaffirmed their commitment to support and contribute to the realization of the ASEAN Community Vision 2045, the implementation of the ASEAN Power Grid, and the negotiation of the ASEAN Digital Economy Framework Agreement.
The countries agreed to accelerate the implementation of the ASEAN+3 Work Plan for the 2023–2027 period; to effectively implement, review, and expand the Regional Comprehensive Economic Partnership (RCEP); to continue strengthening regional financial cooperation through the Chiang Mai Initiative Multilateralization (CMIM) and the Rapid Financing Facility (RFF); and to enhance support for micro-, small-, and medium-sized enterprises as well as the development of digital, green, and sustainable economies. At the same time, it is necessary to promote cooperation in combating transnational crime, border management, food and energy security, pandemic response, climate change adaptation, and disaster management, thereby contributing to the building and nurturing of inclusive and sustainable societies for future generations in the region.
At the Summit, Prime Minister Pham Minh Chinh shared the leaders’ assessment of the strategic value of ASEAN+3 amid rapid and complex geopolitical and geo-economic shifts, as well as increasing risks to the economy and development.

The Prime Minister expressed his expectation that ASEAN+3 will demonstrate stronger solidarity, more effective connectivity, and greater innovation to continue fostering inclusive and sustainable development while effectively responding to external challenges and shocks.
The Prime Minister proposed three orientations to strengthen ASEAN+3 cooperation in the new context.
First, to enhance the quality of cooperation in economy, trade, investment, digital transformation, and green transition across the region; to make effective use of the ASEAN–China Free Trade Area (FTA) 3.0, while expeditiously reviewing and upgrading the FTAs between ASEAN and Japan, and between ASEAN and the Republic of Korea; to expand the Regional Comprehensive Economic Partnership (RCEP) and link it with other regional frameworks to diversify markets and supply chains; to promote investment in digital infrastructure and data centers; to strengthen cooperation in digital trade, improve databases, enhance economic governance capacity, and support efficient digitalization.
Second, to consolidate regional resilience and self-reliance; to implement the ASEAN+3 Emergency Rice Reserve (APTERR) and the Rapid Financing Facility (RFF) comprehensively and effectively; to promote energy security cooperation and the research and development of emergency energy reserves; to invest in climate-adaptive infrastructure and establish an early warning mechanism for natural disasters in the region. The Prime Minister also called on East Asian countries to support ASEAN member states wishing to develop nuclear power, through technology transfer, experience sharing, human resource training, and assurance of nuclear safety; and proposed connecting financial centers of ASEAN+3 countries to better attract green financial flows in service of the region’s digital and green transitions.
Third, to uphold solidarity and close coordination to maintain a peaceful, secure, and stable environment for development. ASEAN+3 must serve as a mechanism for maintaining unity, promoting dialogue, building trust, and strengthening comprehensive, inclusive, and sustainable cooperation, thereby jointly responding effectively to common challenges in the region and the world, as well as cooperating to protect cyberspace that affects human rights and the people of the region.
