Streamlining the apparatus, fostering innovation from the grassroots level

(L&D) – In order to foster innovation from the grassroots level to the central level within the policy of streamlining the apparatus for greater efficiency, the Ministry of Science and Technology (MOST) is implementing a project to ensure the effective mobilization of social resources in a focused and prioritized manner.
The Ministry of Science and Technology (MOST) is implementing a scheme to reorganize public science and technology (S&T) organizations, with the aim of building a streamlined and efficient system. This policy seeks to dissolve or merge underperforming units in order to concentrate investment resources on strong organizations, thereby creating momentum to promote innovation from the grassroots level.
The network of S&T organizations will be restructured into three levels: those under the Government, those under ministries and sectors, and those under provincial People’s Committees. This reorganization not only helps streamline the apparatus but also strengthens the role of each level within the national innovation system.

At the central level, the Vietnam Academy of Science and Technology and the Vietnam Academy of Social Sciences will focus on basic research, strategic research, and addressing national issues. These two Academies are expected to play a leading role in research and technological development.
At the ministerial and sectoral levels, underperforming or functionally overlapping units will be reorganized or dissolved. Instead, each ministry or sector may establish at least one Innovation Center. At the same time, basic research tasks will be transferred to the two Academies and higher education institutions, thereby strengthening the linkage between science and technology (S&T), enterprises, and universities.
At the local level in provinces and cities, science and technology (S&T) organizations will perform the functions of supporting enterprises and transferring technology. The objective is to transform these units into Innovation Centers, particularly in Hanoi and Ho Chi Minh City, where conditions are sufficient to establish more than one center.
The scheme sets the goal of establishing 15–20 strong S&T organizations, focusing on strategic technology fields. One of the key objectives is to enhance autonomy, with 30% of S&T organizations operating on a self-financing basis under market mechanisms.
The commercialization rate of research results is also set at a minimum of 2%, aiming to turn S&T organizations into a critical source of technological innovation support for Vietnamese enterprises.
The implementation roadmap is divided into two phases: the 2026–2027 phase will focus on reorganizing the network, while the 2027–2030 phase, with a vision toward 2050, will concentrate on investment and development. Deputy Minister of Science and Technology Le Xuan Dinh emphasized that the reorganization must adopt a flexible approach, tailored to the actual conditions of each locality, especially in places with limited research and development (R&D) capacity. To ensure sustainable development, it is essential not only to focus on innovation but also to pay due attention to fundamental services such as standards, quality measurement, and testing.

(L&D) - The Ministry of Ethnic Affairs and Religion is drafting a Prime Minister’s Decision approving the Scheme on dissemination and legal education suitable for each ethnic minority group, with emphasis on ethnic languages, traditional methods, practical content, and focusing on legal issues related to people’s livelihood.
On the morning of August 1, the Ho Chi Minh City Police organized a ceremony to launch an intensive campaign to attack and suppress crime, ensuring public security and order in celebration of the Party Congresses at all levels, towards the 80th anniversary of the August Revolution and National Day on September 2, as well as the 80th anniversary of the Traditional Day of the People’s Public Security.
(L&D) - A prisoner unexpectedly escaped from a detention facility under the Ministry of Public Security located in Nghe An province. Immediately thereafter, the warden of the facility issued a wanted decision, and functional forces were mobilized to pursue and apprehend the fugitive.
