(L&D) – The Politburo has just promulgated Resolution 72 on breakthrough solutions to strengthen the protection, care, and improvement of the people’s health.
According to Resolution 72, the Politburo sets the goal that by 2027 all commune health stations will have at least 4–5 doctors. During the 2025–2030 period, about 1,000 doctors will be rotated each year to work at the grassroots level in order to improve the quality of primary healthcare for the people. One of the key objectives is that by 2027 all commune health stations will have at least 4–5 doctors working on a regular basis.
According to the Resolution, 100% of commune health stations will be comprehensively invested in terms of infrastructure, equipment, and human resources in order to fulfill their functions of disease prevention, primary healthcare, medical examination and treatment, and social care services.
The health stations must be strengthened under the model of public non-business units, ensuring the provision of basic and essential services. The teams of village health workers, neighborhood health staff, village midwives, and population collaborators will continue to be maintained, especially in remote, border, and island areas.

During the 2025–2030 period, about 1,000 doctors will be rotated each year by localities to work at the grassroots level. At the same time, the supplementation of permanent doctors for commune health stations will be accelerated so that by 2030 all stations will have sufficient personnel in accordance with their assigned functions and tasks.
Each commune health station will be equipped with basic medical equipment as prescribed. The Resolution emphasizes the implementation of healthcare based on the principles of family medicine, strengthening professional linkages between levels, and focusing support on primary healthcare.
The system of regional medical centers will be developed in line with the healthcare needs of the people, ensuring the timely provision of basic services in disease prevention, inpatient treatment, and outpatient treatment. Mountainous areas, ethnic minority regions, and disadvantaged localities will be given top priority in investment.
Alongside strengthening primary healthcare, the Resolution also sets the goal of developing specialized healthcare on par with regional and international standards. Vietnam will promote linkages between hospitals, research institutes, training institutions, and enterprises to advance high-tech medicine, thereby attracting medical tourism and reducing the situation of people seeking treatment abroad.
Each province and centrally governed city must have at least one hospital at the specialized level. A system of geriatric hospitals or geriatric departments within general hospitals will be developed to meet the healthcare needs of the elderly. Rehabilitation facilities will also be expanded, combined with long-term care services for the elderly.
The Resolution requires the establishment of a nationwide pre-hospital emergency system. Coordination among the health sector, the police, the military, and other relevant forces will be strengthened to ensure that people have timely access to emergency services at the scene.
The model of combining military–civilian medicine and public security medicine will be promoted to enhance the capacity to respond to public health emergencies, especially in remote, disadvantaged, and hard-to-reach areas.
The Resolution also emphasizes the development of traditional medicine alongside modern medicine. Vietnam will strengthen management, improve the quality of human resource training, and at the same time preserve and promote traditional remedies and practices.
The planning and development of standardized medicinal herb cultivation areas is considered an important task to harness the diverse value of domestic resources. The goal is to bring the quality of Vietnamese medicinal herbs and traditional medicines closer to that of countries with advanced traditional medicine.
Accordingly, the Politburo requires improving the quality and effectiveness of primary healthcare. Efforts should focus on completing the functions, tasks, and organizational structure of commune health stations under the model of public non-business units, ensuring the provision of basic and essential services in disease prevention, primary healthcare, medical examination and treatment, and social care services.
Commune health stations must be strengthened and comprehensively enhanced in terms of human resources, ensuring structure and sufficient numbers of doctors in line with their functions and tasks; maintaining teams of village health workers, neighborhood health staff, village midwives, and population collaborators in accordance with their functions and tasks; and ensuring infrastructure, medicines, and basic medical equipment, especially in remote, disadvantaged, border, and island areas.
(L&D) – On September 13, 2025, Prime Minister Pham Minh Chinh signed Directive No. 24/CT-TTg on promoting the implementation of technological solutions serving people and enterprises in connection with population data, identification, and electronic authentication.
(L&D) – Implementing Resolution No. 5/2025/NQ-CP on piloting the crypto-asset market, the Ministry of Finance is working closely with the Ministry of Public Security and the State Bank of Vietnam to establish a licensing, management, and strict supervision mechanism for service providers.
