(L&D) -The Prime Minister issued Decision No. 2121/Decisons-PM dated September 23, 2025, on the establishment of the State Appraisal Council to appraise the Proposal for Investment Policy of the National Target Program on Modernizing and Improving the Quality of Education and Training for the Period 2026–2035.

 

The State Appraisal Council shall have the following duties and powers: to organize the appraisal of the Proposal for Investment Policy of the Program and submit it to the Government for consideration and decision; to request the agency assigned to prepare the Proposal for Investment Policy of the Program to provide documents and information related to the Program in service of the appraisal; when necessary, to require amendments and supplements to the dossier to meet appraisal requirements; to review and decide the appraisal plan and other matters related to the appraisal of the Proposal for Investment Policy of the Program.

The Standing Body of the Council shall be responsible for mobilizing its apparatus to assist the Chairperson of the Council in organizing the appraisal of the Program’s Feasibility Study Report and the common activities of the Council; coordinating with relevant agencies to carry out appraisal work; receiving and examining the dossier of the Proposal for Investment Policy of the Program, sending the Program’s dossier to the Council members, and preparing and submitting the appraisal plan for the Proposal for Investment Policy of the Program.

At the same time, it shall consolidate opinions of the Council members, propose and submit to the Chairperson of the Council for consideration and decision on issues requiring settlement during the appraisal process; prepare programs, contents, draft conclusions and voting matters, invitations, documents, and working facilities for the meetings of the Council.

According to this Decision, the Minister of Finance shall serve as Chairperson of the Council; the Vice Chairperson shall be the Vice Minister of Finance.

The members of the Council shall include leaders of the following ministries: Education and Training, Health, Construction, Public Security, National Defense, Justice, Home Affairs, Industry and Trade, Agriculture and Environment, Science and Technology, Culture, Sports and Tourism, Ethnic Affairs and Religious Affairs; and leaders of the State Bank of Vietnam. The Ministry of Finance shall act as the Standing Body of the State Appraisal Council.

The State Appraisal Council shall work collectively under the direction of the Chairperson of the Council. The Council may use the official seal and account (if necessary) of the Ministry of Finance to serve the activities of the Council.

In addition, the Standing Body of the Council shall prepare requests for supplementation or amendment of the dossier as required by Council members, professional teams or groups during the appraisal process, submit such requests to the Chairperson of the Council (or the Vice Chairperson of the Council) for approval and sign the request documents when authorized; perform other tasks assigned by the Chairperson of the Council; and prepare the Council’s report for submission to the Prime Minister.

(L&D) – Implementing Resolution No. 5/2025/NQ-CP on piloting the crypto-asset market, the Ministry of Finance is working closely with the Ministry of Public Security and the State Bank of Vietnam to establish a licensing, management, and strict supervision mechanism for service providers. Investors are allowed to open multiple accounts at crypto-asset service providers on the principle that only one account may be opened at each provider.
