(L&D) According to the medium-term budget orientation for the 2026–2030 period, the State gives strong priority to political, national defense, security, and social welfare tasks, considering them as “pillar” sectors that ensure national stability, improve people’s living standards, and strengthen public trust.

Firmly ensuring the socio-political welfare foundation of the nation

According to the Government’s report presented to the 15th National Assembly at its 10th session, recurrent expenditure is projected at approximately VND 10.6 quadrillion for the 2026–2030 period, with priority given to tasks related to safeguarding national sovereignty, maintaining social stability, improving people’s living conditions, completing welfare institutions, and enhancing the quality of public services. Among these, the budget allocated for salary, allowance, and benefit reform will continue to be fully ensured, reflecting the State’s practical attention to officials, public servants, armed forces, and social policy beneficiaries.

In addition, investment in social welfare is being implemented in an inclusive and sustainable manner, aiming to narrow regional disparities, improve the quality of healthcare, education, and public welfare services, and gradually enhance living conditions for the people, particularly in disadvantaged, remote, border, and island areas. The prioritization of resources for vulnerable groups also reaffirms the principle of “leaving no one behind” in the country’s development journey.

In the context of increasingly unpredictable regional and global developments, the Government identifies the assurance of national defense and security as a top priority. The recurrent budget is allocated appropriately to strengthen national defense capacity, enhance the nation’s ability to safeguard its sovereignty, and reinforce human security, economic security, cyber security, and social order and safety. This forms the foundation for maintaining a peaceful and long-term stable environment - a prerequisite for socio-economic development.

Budget expenditure for the defense and security sectors is also linked to reforms in force organization models, modernization of equipment, enhancement of forecasting and response capacity, and preparedness to deal with both traditional and non-traditional security threats. Through these efforts, the State demonstrates its determination to build a strong and capable force that meets the requirements of national protection in the new situation.

Reforming the budget allocation model: efficiency, discipline, transparency

One of the key highlights of the 2026–2030 period is the continued reform of budget allocation and utilization methods toward fiscal discipline, efficiency, and thrift, while combating fragmentation and wastefulness. The Government focuses on institutional reform and enhancing fiscal governance capacity; increasing accountability, oversight, and transparency in budget revenues and expenditures. Every unit of budget expenditure must yield tangible effectiveness for national development and the people’s well-being.

In addition to ensuring recurrent expenditure, the State continues to strengthen resource allocation for digital transformation, innovation, education, healthcare, and the development of high-quality human resources, in order to create breakthroughs in the new growth model. This represents a strategic vision to ensure long-term sustainable development, enabling Viet Nam to advance rapidly along the path of modernization and industrialization, while actively integrating more deeply into the global economy.

The current medium-term budget policy clearly reflects the development viewpoint of “placing people at the center,” ensuring harmony between economic growth and social progress. Prioritizing spending on public welfare and essential services will lay the foundation for improving the quality of life, consolidating social trust, and strengthening public consensus - decisive factors for the successful implementation of the strategic goals set by the 14th National Party Congress.

In the context of growing demands for safeguarding sovereignty, developing the country, and enhancing the national standing, the proactive and scientific allocation of financial resources in an effective manner demonstrates the Government’s determination to implement the principle of “stability for development, and development for improving people’s lives.”
