(L&) - On behalf of the Politburo, Politburo member and Standing Secretary of the Secretariat Tran Cam Tu has signed and issued the Politburo’s Conclusion on the policy of evaluating leaders and managers within the political system (Conclusion No. 198-KL/TW, dated October 8, 2025).

At the meeting on October 3, 2025, after reviewing the report of the Central Organization Commission on the status of cadres under the management of the Politburo and the Secretariat (Report No. 87-BC/BTCTW, dated October 1, 2025), the Politburo concluded as follows:
Basically agreed with the contents of the Report. In order to continue innovating, improving effectiveness, and clearly defining the authority and responsibility of party committees and party organizations in the management and evaluation of cadres, meeting the requirements in the new context, the Politburo agreed on the policy of conducting periodic evaluations of cadres on a quarterly and annual basis, and ad hoc evaluations when required.
2. Evaluation of leaders and managers at all levels
(1) For positions under the management of the Politburo and the Secretariat
Based on current regulations[1], the standing committees of provincial party committees, municipal party committees, and central-affiliated party committees[2]; the standing committees of party committees of ministries, sectors, and the collective leadership of agencies and units under the direct management of the Central Government shall implement the following contents and requirements:
- Conduct periodic quarterly evaluations of cadres under the management of the Politburo and the Secretariat in accordance with regulations, focusing on the following main contents and criteria:
(i) Political qualities, ethics, and lifestyle; compliance with working regulations, the principle of democratic centralism, self-criticism and criticism, and responsibility to set an example; fostering internal unity, …
(ii) Results of leadership, direction, administration, and organization in implementing assigned targets and tasks, and the level of completion of subordinate organizations, agencies, and units within their scope of responsibility; for shortcomings or limitations in performing assigned tasks, it is necessary to analyze and assess objective and subjective causes and propose remedial measures.
(iii) Propose classification of task completion levels for cadres; at the same time, recommend that competent authorities consider reassignment or other arrangements for cadres who have violations, shortcomings, or fail to fulfill assigned responsibilities and tasks.
- Periodically report the results to the Politburo and the Secretariat (through the Central Organization Commission) before the 15th of the last month of each quarter.
(2) For positions under the management of party committees, party organizations, agencies, and units
- Party committees, party organizations, and the collective leadership of agencies and units shall, based on current regulations, focus on leading and directing quarterly evaluations of cadres under their management, concentrating on the contents and criteria outlined in item (1); at the same time, based on the classification of task completion levels for cadres, consider and decide on reassignment or other arrangements for cadres who have violations, shortcomings, or fail to fulfill assigned responsibilities and tasks.
- Periodically, on a quarterly basis, report to the Politburo and the Secretariat the results of cadre evaluations (through the Office of the Central Party) before the 30th of the last month of each quarter; at the same time, submit to the Central Organization Commission for monitoring, aggregation, and reporting to competent authorities upon request.
(L&D)-The Ministry of Home Affairs issued an Official Dispatch providing guidance on supplementing job positions at the commune level to ensure that the contingent of civil servants meets the requirements for the effective operation of the two-tier local government model.
(L&D) -Minister of Home Affairs Pham Thi Thanh Tra emphasized: “Continuing to improve the organizational apparatus, staffing, and restructuring of job positions is a key task to ensure an effective and efficient state administrative system that meets the requirements of the two-tier local government model in the new period.”
(L&D) -In its journey of innovation, creativity, and development, Quang Ninh continues to affirm its position as a leading locality nationwide in administrative reform — restructuring the political system toward a leaner, more efficient, and effective apparatus — a government of the people, by the people, and for the people.
(L&D)-The Ministry of Public Security has proposed eliminating notarization of contracts and certification of marital status in real estate and automobile transactions if the relevant information has already been digitized and fully verified in the National Database.
(L&D) - The Ministry of Education and Training (MOET) has recently announced a draft Circular on professional standards for teachers at general education institutions, which specifies the professional requirements for primary and lower secondary school teachers. This represents an important step toward modernizing the teaching workforce, ensuring flexible and high-quality instruction in line with digitalization trends, international integration, and the promotion of students’ competencies.
(L&D) - Immediately after the two-level local government model came into operation, the administrative apparatus of Bach Ha Commune made great efforts to overcome all difficulties and challenges to adapt to the new model. After three months of operating under the new model, the commune’s government apparatus has remained stable, with obstacles gradually being resolved, moving toward the goal of building a government that serves the people and contributes to national development.

(L&D) - Deputy Minister Phan Chi Hieu chaired the meeting of the Independent Appraisal Council to review the draft Government Resolution on provisions to address difficulties and obstacles in the implementation of the Law on Fisheries 2017 and its guiding legal documents concerning the prevention of illegal, unreported, and unregulated (IUU) fishing on the afternoon of October 10.
