Minister Nguyen Hai Ninh: "Enterprises need to propose specific policies"

Speaking at the high-level session of the “First Overview of Vietnam’s Private Economy” (ViPEL 2025) themed “Public–Private Partnership for a Prosperous and Powerful Nation” on the afternoon of October 10, 2025, Minister of Justice Nguyen Hai Ninh affirmed that the Government has never convened and carried out as many tasks and activities related to legal institutions as it does today.

According to Minister of Justice Nguyen Hai Ninh, as of now, the Government has submitted to the National Assembly a total of 121 laws and resolutions for adoption; this year alone, 47 laws and resolutions have been submitted. At the upcoming session, the National Assembly is expected to pass a record number of 55 laws — bringing the total to 102, and possibly even higher.

“This is an unprecedented number, aimed at addressing long-standing urgent issues in practice and institutionalizing the new orientations and policies of the Party and the State,” Minister Nguyen Hai Ninh emphasized.

To promote national development, Minister Nguyen Hai Ninh noted that many innovative approaches have been introduced — for instance, the Prime Minister has directed the launch of the National Legal Portal, which provides a digital platform for receiving and responding to public feedback and policy recommendations.

Now, entrepreneurs and enterprises can directly report any legal obstacles or policy difficulties through the National Legal Portal in a very open and transparent manner, and ministries as well as agencies are obligated to respond. The Prime Minister has already issued regulations on this mechanism, and in practice, it has received very positive feedback from law firms and businesses alike.

The Minister of Justice further noted that, for the first time, Vietnam has introduced a mechanism for legal interpretation and application guidance. Additionally, several special mechanisms have been established — the National Assembly has delegated legislative authority to the Government to promptly address practical problems during periods when the National Assembly is not in session.

At present, the Ministry of Justice is formulating a proposal to submit to the Government, the Prime Minister, and the Central Steering Committee — a Project on Improving the Structure of Vietnam’s Legal System — aimed at developing a comprehensive approach to understanding and reforming the national legal framework in the new stage of the country’s development.

“What do we expect from ViPEL?” Minister Nguyen Hai Ninh posed the question.

Firstly, he explained that the Ministry of Justice often receives petitions from enterprises regarding specific legal obstacles and cases.

“However, to have good laws, we must first have good policies. From sound policies, we can then translate them into the language of law. Therefore, we hope that ViPEL, as an organization representing the business community, will raise its voice and propose specific policy recommendations to help address these issues,” Minister Nguyen Hai Ninh emphasized.

For instance, private enterprises are now eager to expand and develop low-tier economic sectors. With their flexible operational mechanisms, private enterprises can cooperate with state agencies to conduct in-depth research on how other countries have approached similar matters and what international experiences can be learned.

“We must draw practical lessons from domestic realities so that we can make well-founded recommendations. These recommendations should focus on policy proposals, which state agencies will then review, filter, and translate into law — thereby forming sound legal provisions,” Minister Nguyen Hai Ninh analyzed.

Secondly, the Minister noted that a large number of legal documents have been promulgated in recent years. This could lead to difficulties for enterprises, citizens, and even local authorities in fully understanding, interpreting, and implementing the law correctly and effectively.

Therefore, “The State will cooperate to enhance the effectiveness of policy communication, helping citizens, enterprises, and local authorities grasp and accurately understand the spirit of the law in order to implement it more effectively,” Minister Nguyen Hai Ninh committed at the High-Level Session “Overview of Vietnam’s Private Economy for the First Time” (ViPEL 2025) held this afternoon.
