(L&D)-The Ministry of Public Security held a conference to implement the Action Program of the Central Public Security Party Committee for the implementation of the Politburo’s Central Committee’s Resolution No. 66-CC’s Resolution dated April 30, 2025, on renewing the work of law-making and law enforcement to meet the requirements of national development in the new era.
The conference was held in an online format with the participation of representatives of leaders from units under the Ministry and local police departments. Senior Lieutenant General Le Quoc Hung, Member of the Party Central Committee and Deputy Minister of Public Security, chaired the conference.
Deputy Minister Le Quoc Hung and the delegates attended the conference.
At the conference, Lieutenant General Pham Cong Nguyen, Director of the Department of Legal Affairs and Administrative and Judicial Reform, presented:
(1) the fundamental contents of the Central Committee’s Resolution No. 66-CC’s Resolution and the Action Program No. 54-AP/CPSC dated June 26, 2025, of the Central Public Security Party Committee for the implementation of Central Committee’s Resolution No. 66-CC’s Resolution;
(2) an assessment of difficulties, obstacles, loopholes, and inadequacies in the legal system on Security and Order (SO) during the implementation of the two-tier local government model, along with proposed solutions to address them; and
(3) the orientation for the development of laws and ordinances related to SO during the 16th National Assembly’s term, as well as the results of the Ministry of Public Security’s work in participating in the amendment and supplementation of the 2013 Constitution
Accordingly, on April 30, 2025, the Politburo issued Resolution No. 66/CC’s Resolution on renewing the work of formulating and enforcing laws to meet the requirements of national development in the new era. This is one of the four pillar resolutions on institutional foundation, creating strong momentum to advance our country in the new era. On June 26, 2025, the Central Public Security Party Committee issued Action Program No. 54-AP/CPSC to implement Resolution No. 66/CC’s Resolution within the People’s Public Security Forces. The Program defines specific tasks for the Party Committees and organizations of public security units and localities to realize the goal of building and perfecting a unified, transparent, feasible legal system on Security and Order (SO), thereby establishing a solid legal basis for ensuring SO and meeting the requirements of national development in the new era. Subsequently, on August 12, 2025, the Ministry of Public Security issued Plan No. 488 to implement Government’s Resolution No. 140 dated May 17, 2025, promulgating the Government’s Action Program for implementing Resolution No. 66/CC’s Resolution. The Plan clearly assigns responsibilities to public security units and localities concerning the tasks of the Ministry of Public Security under Resolution No. 140. The Action Program No. 54-AP/CPSC of the Central Public Security Party Committee and Plan No. 488 of the Ministry of Public Security have closely followed the objectives, tasks, and solutions set out in Resolution No. 66/CC’s Resolution. Therefore, heads of public security units and localities are required to directly direct and organize the implementation of tasks and solutions in connection with their respective work programs and plans.
At the same time, implementing the task assigned in Resolution No. 194 dated May 5, 2025, of the National Assembly on amending and supplementing several articles of the 2013 Constitution, the Ministry of Public Security has directed the organization of collecting and consolidating opinions from officers, soldiers, and the people on the draft Resolution amending and supplementing several articles of the 2013 Constitution through the VNeID application, contributing to the revision of the 2013 Constitution, which was adopted by the 15th National Assembly at its 9th Session.
Next, the Conference heard Major General Tran Nguyen Quan, Deputy Director of the Department of Legal Affairs and Administrative and Judicial Reform, present the key contents of the Law amending and supplementing a number of articles of the Penal Code and the Law amending and supplementing a number of articles of the Criminal Procedure Code.
Within the framework of the Conference, representatives of local public security leadership presented papers and contributed opinions regarding difficulties and obstacles in implementing legal normative documents on Security and Order (SO) during the rollout of the two-tier local government model. Based on the feedback from local public security units, representatives of professional departments of the Ministry of Public Security proposed solutions to address difficulties and obstacles in implementing legal normative documents on security and order in localities in the coming period.
Delivering his directive speech at the Conference, Deputy Minister Le Quoc Hung requested that public security units and localities simultaneously implement both the Action Program of the Central Public Security Party Committee and the Action Program of the Government’s Party Committee on the implementation of Resolution No. 6/CC’s Resolution of the Politburo—one of the four strategic pillars identified by the key leaders of the Party and the State. Party Committees under the Central Public Security Party Committee and Party Committees of provincial and municipal public security forces must issue resolutions and action programs to implement them, combining the resolutions and action programs of the Central Public Security Party Committee with those of the provincial and municipal Party Committees to ensure “dual leadership.”
Deputy Minister Le Quoc Hung delivered a directive speech at the Conference.
Deputy Minister Le Quoc Hung also assessed that at the Conference, representatives of the Public Security units and localities had identified the difficulties, obstacles, loopholes, and shortcomings in the legal system on Security and Order (SO) during the implementation of the two-tier local government model, and proposed practical, specific remedial solutions.In addition, in implementing the task assigned under Resolution No. 194 dated May 5, 2025 of the National Assembly on amending and supplementing a number of articles of the 2013 Constitution, the Public Security forces have successfully carried out two key tasks: ensuring security and order and absolute safety throughout the constitutional amendment process; and facilitating, supporting the public’s participation in contributing feedback through the VNeID application. The organization of public consultations on the amendments to the 2013 Constitution via the VNeID app demonstrated democracy and respect for the people’s voice through a fast and scientific feedback mechanism.
Regarding the task of formulating laws, ordinances, and legal normative documents related to Security and Order (SO), and the responsibility of the Public Security forces in the upcoming term of the National Assembly, particularly at the 10th session of the 15th National Assembly where the Ministry of Public Security will submit 10 draft laws to the National Assembly and 1 ordinance to the National Assembly Standing Committee, Deputy Minister Le Quoc Hung requested that Public Security units and localities, according to their respective functions and duties, review, anticipate, and forecast potential changes in their areas of responsibility so as to make timely proposals and reports, avoiding passivity.
For the task of disseminating and communicating legal policies, Deputy Minister Le Quoc Hung also requested the leaders of Public Security units and localities to thoroughly study and disseminate internally all laws related to the Public Security forces — including those not directly drafted by the Ministry of Public Security but still relevant to the People’s Public Security forces.
(L&D) The Secretariat has just issued Directive No. 52-CT/TW dated October 3, 2025, on implementing universal health insurance in the new phase. The Directive sets the target of covering over 95% of the population by 2026 and achieving full population coverage by 2030.
(L&) - On behalf of the Politburo, Politburo member and Standing Secretary of the Secretariat Tran Cam Tu has signed and issued the Politburo’s Conclusion on the policy of evaluating leaders and managers within the political system (Conclusion No. 198-KL/TW, dated October 8, 2025).
(L&D)-The Ministry of Home Affairs issued an Official Dispatch providing guidance on supplementing job positions at the commune level to ensure that the contingent of civil servants meets the requirements for the effective operation of the two-tier local government model.
(L&D) -Minister of Home Affairs Pham Thi Thanh Tra emphasized: “Continuing to improve the organizational apparatus, staffing, and restructuring of job positions is a key task to ensure an effective and efficient state administrative system that meets the requirements of the two-tier local government model in the new period.”

(L&D)-The Ministry of Public Security has proposed eliminating notarization of contracts and certification of marital status in real estate and automobile transactions if the relevant information has already been digitized and fully verified in the National Database.
(L&D) - The Ministry of Education and Training (MOET) has recently announced a draft Circular on professional standards for teachers at general education institutions, which specifies the professional requirements for primary and lower secondary school teachers. This represents an important step toward modernizing the teaching workforce, ensuring flexible and high-quality instruction in line with digitalization trends, international integration, and the promotion of students’ competencies.
(L&D) - Immediately after the two-level local government model came into operation, the administrative apparatus of Bach Ha Commune made great efforts to overcome all difficulties and challenges to adapt to the new model. After three months of operating under the new model, the commune’s government apparatus has remained stable, with obstacles gradually being resolved, moving toward the goal of building a government that serves the people and contributes to national development.
