Proposed solutions to improve the three public administration reform indices
Vice Chairman of the Hanoi People’s Committee Truong Viet Dung has recently signed and promulgated Plan No. 265/KH-UBND on organizing a conference to evaluate the Public Administration Reform Index (PAR Index), the Satisfaction Index of Public Administration Services (SIPAS), and the Provincial Governance and Public Administration Performance Index (PAPI), as well as on implementing solutions to improve and enhance these indices in 2025 and subsequent years.
The conference will feature main thematic sessions on: the PAR Index, the SIPAS Index, the PAPI Index, and the implementation of the plan to enhance these indices in 2025.
Discussions will focus on analyzing the results achieved, identifying existing shortcomings and limitations, and proposing practical solutions to improve the ranking positions of Hanoi’s PAR Index, SIPAS, and PAPI.
The conference is expected to take place in October 2025 at the municipal venue: the 3rd-floor Hall of the Hanoi People’s Committee Headquarters, No. 12 Le Lai, Hoan Kiem District, with approximately 215 delegates in attendance.
Participants will include: representatives of leaders from central ministries and agencies, leaders of the United Nations Development Programme (UNDP), experts, leaders of the Hanoi People’s Committee, departments, boards, agencies, affiliated units, and chairpersons of commune and ward People’s Committees.
At the venues of municipal departments and agencies, participants will include Chiefs of Office (or Heads of Personnel and Organization Divisions), heads of specialized divisions, and civil servants in charge of advising on administrative reform (CCHC) of the units.
At the venues of commune and ward People’s Committees, participants will include heads of specialized divisions, leaders responsible for Public Administrative Service Centers, and civil servants in charge of advising on administrative reform.
The Hanoi People’s Committee has assigned its Office to prepare invitations for signature, send documents, arrange the meeting hall, sound system, slides, and coordinate reception of delegates. The Department of Home Affairs will prepare invitations, documents, reports, and speeches.
Determination to build a service-oriented administration
In recent years, Hanoi has consistently focused on implementing various solutions to reform administrative procedures, promote the application of information technology, and strengthen the digitalization of records and online public services. The city has also paid attention to surveys and feedback collection from citizens and businesses, considering this an important channel for adjusting policies and management activities.
However, challenges remain in practice, such as uneven progress in processing procedures in certain sectors, incomplete connectivity and data sharing among units, and citizen satisfaction levels that have not yet met expectations.
The organization of this conference demonstrates the city’s strong political commitment to building a service-oriented administration that places citizens and businesses at the center.
Through frank, objective, and scientific exchanges, Hanoi expects to identify feasible solutions — ranging from standardizing procedures for handling administrative tasks to enhancing the capacity of cadres and civil servants; from improving digital infrastructure to strengthening transparency and accountability.
