Da Nang: Three months of operation – A streamlined, effective, and people-oriented government

(L&D) – After three months of implementing the two-tier local government model since July 1, 2025, Da Nang city has achieved initial positive results. This new model helps streamline the apparatus, enhance the effectiveness and efficiency of management, and at the same time shorten the time for handling tasks, thereby serving citizens and enterprises better.

One of the notable successes is the completion of organizational and personnel arrangements at both levels. Newly established specialized agencies and administrative units have come into stable operation, ensuring continuity in state management.

Specifically, the Executive Committee of the Da Nang Municipal Party Committee, 1st tenure (2025–2030), has been consolidated with 75 members. At the commune level, communes and wards successfully held the first sessions of the People’s Councils and the People’s Committees, adopting decisions on the establishment and functions and tasks of specialized agencies.

Furthermore, the restructuring and deployment of cadres, civil servants, and public employees have been conducted in accordance with the established orientation, thereby ensuring a streamlined and efficient apparatus. As of July 1, 2025, the city’s total authorized staffing is 57,472.

On the basis of the results achieved, Alternate Member of the Party Central Committee and Secretary of the Da Nang Municipal Party Committee Luong Nguyen Minh Triet praised the endeavors of localities and entities during the three months of implementing the new model, overcoming initial challenges, promoting innovation, and motivating officials.

He directed the continued review, arrangement, and rational assignment of cadres, as well as professional training; promoting the digitization of records, upgrading technological infrastructure, and adding IT personnel at commune and ward levels.

Notably, the city promulgated a project on the assignment and secondment of cadres from surplus to deficit areas, giving priority to highly specialized positions such as information technology, land administration, and finance, with a view to enhancing the state governance capacity of commune-level authorities.

Digital transformation has been designated as a central priority for improving the quality of public services. The city has promulgated a Decision approving the catalogue of 1,160 administrative procedures to be implemented irrespective of administrative boundaries, comprising 974 provincial-level procedures and 186 commune-level procedures.

Digital transformation is regarded as a key task for Da Nang to effectively perform its duties in serving citizens and enterprises.

Municipal- and commune-level Public Administrative Service Centers have been established and fully equipped with facilities and IT infrastructure. More than 2,200 local administrative procedures have been provided online through the National Public Service Portal. From early July to the end of September 2025, commune-level Public Administrative Service Centers received 182,661 dossiers, of which 165,155 were submitted online.

The document management and administration system has also been consolidated, with accounts provided to all 70,000 cadres, civil servants, and public employees. The DaNang AI application has also been deployed to answer administrative procedures and provide information to citizens.

Despite many positive results, the operation of the two-tier local government model still faces certain difficulties and obstacles. Several guiding documents from central ministries and agencies have been untimely or overlapping, causing confusion for local authorities in implementation.

Communes and wards still lack specialized personnel in key sectors. Facilities and equipment in some places remain inadequate. In addition, after the merger, larger territories and higher populations have also made it more difficult to monitor the situation at the grassroots level.

The two-tier local government model in Da Nang will continue to be improved in the coming time to ensure better delivery of public services.

The city has identified priority tasks for the period ahead, including the continued review and restructuring of its cadre corps, the completion of pending case resolution, and the formulation of support policies for cadres and civil servants affected. Municipal departments and sectors have been mandated to take the initiative in reviewing administrative procedures and in enhancing technical assistance to commune-level administrations.

In order to comprehensively remedy existing limitations, Da Nang has recommended that central ministries and agencies expeditiously promulgate harmonized guiding documents, particularly in the areas of finance, justice, and science and technology, while eliminating duplicative reporting regimes that exert undue pressure on grassroots authorities.
