The Department of Legal Dissemination, Education and Legal Aid Provides Training to Enhance Legal Aid Capacity in Ninh Binh Province

(L&D) - Recently, the Department of Legal Dissemination, Education and Legal Aid successfully organized capacity-building training conferences for village officials, grassroots mass organization representatives, and respected community figures in Ninh Binh Province. This activity holds practical significance as it enhances public access to legal aid services, especially for the poor, those with meritorious services to the revolution, and vulnerable groups in society. It thereby contributes to protecting the lawful rights and interests of the people at large and legal aid beneficiaries in particular, while also supporting effective mass mobilization and the promotion of grassroots democracy.
The training conferences were held in the communes of Binh An, Nam Ly, Gia Tuong, and Khanh Hoi, with the participation of a large number of delegates, including village officials, representatives of grassroots mass organizations (the Fatherland Front, the Youth Union, the Women’s Union, the Farmers’ Union, and the Veterans’ Association), as well as respected community figures.

At the conference in Binh An Commune, delegates heard a presentation from Comrade Le Thi Thu Ha, Chief of Office of the Department of Legal Dissemination, Education and Legal Aid, who conveyed fundamental knowledge of legal aid law. The presentation emphasized the importance of proactive coordination between grassroots mass organizations and the State Legal Aid Center to promptly identify cases in need of legal aid, thereby ensuring that all eligible citizens can access such services in a timely and lawful manner. Through practical case studies, the session also enabled participants to approach the legal provisions on legal aid more easily and effectively, helping grassroots officials and respected community figures gain a deeper understanding of legal aid work.

The training conferences took place in an enthusiastic atmosphere, with delegates showing strong interest and actively engaging in discussions and exchanges. Through these sessions, the capacity of grassroots officials was strengthened not only in terms of legal knowledge on legal aid but also in skills for advising and explaining legal aid regulations to citizens. This is considered one of the key conditions for bringing legal aid services to the grassroots level and making the Law on Legal Aid more accessible to the public—especially the poor, those with meritorious services to the revolution, and vulnerable groups in society.

resource person Nguyen Van Tinh, Director of the Ninh Binh Provincial State Legal Aid Center, who presented on: (1) the concept and significance of legal aid activities; (2) the groups eligible for legal aid services (including the poor, ethnic minorities, persons with disabilities, children, the elderly, those with meritorious services to the revolution, victims of domestic violence, and certain other special cases); (3) forms of legal aid such as legal counseling, participation in proceedings to provide defense or protect lawful rights and interests, representation outside proceedings, and assistance with legal procedures; (4) common areas of legal aid including civil, marriage and family, land, labor, administrative, and criminal matters.

In addition, delegates were provided with detailed information on the contact address of the Ninh Binh Provincial State Legal Aid Center, local legal aid contact points, and the hotline for receiving requests. All legal aid services are provided free of charge, ensuring transparency, openness, and the lawful rights of citizens. The resource person also integrated many real-life stories, events, and concrete results from legal aid activities, making the session more lively, accessible, and engaging for participants.

At the conferences in Gia Tuong and Khanh Hoi Communes, delegates heard presentations from Dr. Nguyen Dac Tuan, Senior Lecturer in the Department of Criminal Law at Hanoi Law University, and Lawyer Tran Thi Tram, Director of LEVINA Law Company Limited. They provided fundamental knowledge on legal aid, integrated real-life legal scenarios, methods of resolution, and information on the Ninh Binh Provincial State Legal Aid Center and local legal aid contact points, while particularly emphasizing that all legal aid services are completely free of charge. These presentations helped delegates gain a deeper understanding of legal aid, thereby contributing to the further development of legal aid work.

The training and capacity-building in legal aid knowledge for village officials, residential group officials, representatives of grassroots mass organizations, and respected community figures across Ninh Binh Province will help bring legal aid services closer and more accessible to the people.
The training conferences in Ninh Binh took place in the context of the province having completed the implementation of the two-tier local government model. Organizing such training sessions is essential to fill the gap in legal knowledge, while raising awareness and improving skills for village officials, grassroots mass organization officials, and respected community figures. These efforts equip them with legal knowledge and strengthen their role as a “bridge” between the people and the Ninh Binh Provincial State Legal Aid Center, ensuring timely access to legal aid services to protect the lawful rights and interests of individuals and the community.

(L&D) - The Ministry of Home Affairs has issued Official Letter No. 6721/BNV-TCBC, requesting People’s Committees of provinces and centrally-run cities to review and report on the implementation of decentralization, delegation, and delineation of authority under the two-tier local government model.
