(LND) - On the afternoon of November 7 in Hanoi, the Ministry of Justice and the Central Council for Coordination in Legal Dissemination and Education organized the ceremony in response to the Vietnam Law Day 2025, connected online to 34 locations across provinces and cities nationwide. This is a national-level highlight activity, marking the beginning of a broad political – legal movement across the country on the occasion of Vietnam Law Day (November 9).

Attending the ceremony were Politburo Member and Chairman of the National Assembly Tran Thanh Man; representatives of the leadership of the Party, the State, and the Vietnam Fatherland Front; leaders of central and local committees, ministries, and sectors; representatives of socio-political organizations, the legal community, lawyers, the business community, as well as a large number of officials, public employees, civil servants, students, and residents of the capital.

Affirming the role of the “breakthrough of breakthroughs” of institutions and the law

Speaking at the ceremony, Deputy Prime Minister and Chairman of the Central Council for Coordination in Legal Dissemination and Education Ho Nghia Dung emphasized the political determination of the Party and the State in building and perfecting the legal system, as well as in ensuring the strict, effective, and efficient enforcement of the law.

Drawing from the country’s development experience, Resolution No. 66 of the Politburo has identified the need for a comprehensive innovation in the work of lawmaking and law enforcement, considering the law as the “foundation for modern, integrated national governance”. The resolution sets the goal of closely linking lawmaking and law enforcement, ensuring that all policies and orientations, when promulgated, are promptly institutionalized and feasible in practice.

Deputy Prime Minister and Chairman of the Central Council for Coordination in Legal Dissemination and Education Hồ Nghia Dung delivered the opening speech at the ceremony in response to Vietnam Law Day.

Deputy Prime Minister Ho Nghia Dung emphasized that, for the law to truly serve as an effective tool regulating all areas of life, ministries, sectors, mass organizations, and localities must “closely adhere to the legitimate and rightful needs and interests of the people and businesses”, proactively grasp emerging issues from practical experience in order to timely advise on and improve policies and laws.

According to the orientation toward 2045, our country strives to build a legal system that is comprehensive, unified, modern, and stable, in which legal norms “become the standards of conduct for all actors in society”, serving as a foundation to strengthen discipline and order, protect social safety, and ensure human and citizen rights.

In the context of globalization and the Fourth Industrial Revolution, Vietnam Law Day holds even greater significance as it helps foster a consciousness of respect for the Constitution and the law, linking rights with obligations, freedom with responsibility, and promoting “freedom within the framework of the law in the new context”.

Delivering guidance at the ceremony, Chairman of the National Assembly Tran Thanh Man emphasized that, in recent times, the Party Central Committee and the Politburo have issued many important resolutions on building and perfecting the rule-of-law state and the legal system; among them, Resolution No. 66-NQ/TW is recognized as a strategic resolution, demonstrating a strong determination to innovate the work of lawmaking and law enforcement, “creating a modern, comprehensive, and transparent legal system centered on the people and businesses”.

Through the nine regular sessions and nine extraordinary sessions of the 15th National Assembly, the National Assembly has passed a “record” number of laws and normative resolutions, including many important codes, laws, and resolutions that have had far-reaching impacts on all aspects of socio-economic life. The Chairman of the National Assembly affirmed that this is a vivid testament to legislative efforts aimed at promptly concretizing the Party’s policies and orientations, meeting the country’s development needs in the new period.

In the spirit of thoroughly implementing Resolution 27-NQ/TW, Resolution 66-NQ/TW, and related resolutions, the Chairman of the National Assembly requested that all levels and sectors clearly define their responsibilities, regard investment in lawmaking and law enforcement as investment in development, and consider it one of the strategic breakthroughs to usher the country into a new era of development.

At the event, Chairman of the National Assembly Tran Thanh Man and Deputy Prime Minister Ho Nghia Dung presented the Prime Minister’s Certificate of Merit to the Department of Legal Dissemination, Education, and Legal Aid (Ministry of Justice).

On behalf of the Standing Committee of the Central Council for Coordination in Legal Dissemination and Education, Minister of Justice Nguyen Hai Ninh expressed his honor to welcome the Party and State leaders, especially the Chairman of the National Assembly, to attend and deliver guidance at the ceremony; at the same time, he sincerely thanked the responsible attention and coordination of ministries, sectors, and localities throughout the 12 years of implementing Vietnam Law Day.

Minister Nguyen Hai Ninh affirmed that, after more than a decade of implementation, Vietnam Law Day “has truly entered social life”, becoming a broad political–legal activity with many diverse and creative forms. The publicity activities have played an important role in raising awareness and law-abiding consciousness among officials, Party members, and the people; they have also inspired the sense of responsibility of each agency and organization in complying with, protecting, building, and enforcing the law.

On behalf of the Council, the Minister emphasized the determination to “continue innovating and being creative, contributing to building a strong rule-of-law state and enhancing the effectiveness of lawmaking and law enforcement”. The Council will strengthen coordination with ministries, sectors, and localities, promote the role of the Vietnam Fatherland Front, socio-political organizations, mass media agencies, and the network of legal lecturers and propagandists.

The Minister stated that promoting legal dissemination and education not only aims to enhance legal knowledge but also seeks to “form the habit of living and working in compliance with the Constitution and the law for all people and organizations”. This is an important foundation for building a disciplined and civilized social environment, creating firm trust of the people in the Party, the State, and the legal system.

In the coming time, the Central Council for Coordination in Legal Dissemination and Education will “continue to closely coordinate and mobilize resources from ministries, sectors, localities, agencies, organizations, and enterprises”; it will encourage effective models and practices, and expand exemplary cases in the work of legal publicity, dissemination, and education.

Innovating publicity methods and promoting digital transformation in the legal field

This year’s response ceremony was held in a hybrid format, combining in-person and online participation, and was livestreamed on the National Legal Portal, allowing a wide audience across the country to follow and interact. Many discussion programs, exchanges, experience-sharing sessions, and introductions of effective models and creative practices from ministries, sectors, and localities were integrated into the program.

At the ceremony, the delegates performed the button-pressing ritual to launch the National Legal Portal.

A key highlight of the event was the introduction of the official version of the National Legal Portal at phapluat.gov.vn. This is a shared digital legal platform, connected and interoperable with legal databases, allowing citizens and businesses to quickly, conveniently, and accurately search for and access legal information.

Built on this platform, the Legal AI Assistant application supports the analysis and summarization of documents and automatically answers many common legal questions, helping state agencies, officials, civil servants, citizens, and businesses access and apply the law more easily. The deployment of modern digital tools is an important step in the digital transformation of the Justice sector, building an open and transparent public administration that serves the people.

Building on the achievements so far, the 2025 Vietnam Law Day response ceremony continued to send a strong message about the responsibility and determination of the entire political system in respecting, protecting, and enforcing the law.

From this forum, the Government and Ministry of Justice leaders called on ministries, sectors, and localities to closely follow Resolution No. 66, continue reviewing and improving the legal framework, promptly remove legal bottlenecks, and innovate and diversify methods of legal publicity and dissemination, especially in the digital environment.

Also at the event, the Ministry of Justice and the Central Council for Coordination in Legal Dissemination and Education honored 50 “Legal Role Models.”

Agencies, organizations, and businesses emphasize public service ethics, discipline, and administrative order; they regard compliance with the law as an important criterion in evaluating and ranking officials, Party members, and employees.

Every citizen proactively seeks to understand and improve their legal knowledge, follows the motto “Live and work according to the Constitution and the law”, and actively participates in social monitoring, public consultation, and policy and law development.

With the high political determination of the Party and the State, the engagement of the entire political system, and the active response of the people, Vietnam Law Day 2025 and the years to come will continue to be an event of profound political and legal significance, a highlight in the spiritual life of society, contributing to building a socialist rule-of-law state of Vietnam by the people, for the people, and for the people’s benefit, towards the goal of a wealthy people, a strong nation, democracy, justice, and civility.
