Focus on Implementing Plans to Streamline and Simplify Administrative Procedures
Accordingly, ministries and agencies shall continue to provide professional guidance and support for localities, especially at the commune level, as well as for officials, civil servants, and public employees in performing delegated, decentralized, and delineated administrative tasks and procedures (APR). Efforts shall be concentrated on implementing the plans for streamlining and simplifying administrative procedures in accordance with 14 Decisions of the Prime Minister, ensuring that by 2025 there will be reductions of at least 30% in administrative procedure processing time, 30% in compliance costs, and 30% in business conditions.
Local authorities shall ensure adequate human resources, facilities, and equipment for communes and wards, strengthen the deployment of provincial-level officials to assist the commune level—particularly in implementing newly delegated or decentralized administrative procedures with large volumes of dossiers such as those related to land, civil status, construction, finance, and investment. Training and capacity-building shall be enhanced to improve the quality of personnel handling administrative procedures.
Ministries, agencies, and local authorities shall:
(i) Continue to streamline and simplify administrative procedures at all levels in accordance with the directives of General Secretary To Lam stated in Notification No. 07-TB/
(N-SACSC dated October 15, 2025, of the Standing Agency of the Central Steering Committee on the Development of Science, Technology, Innovation, and Digital Transformation; the Prime Minister’s Official Telegram No. 201/PMOT dated October 23, 2025; and the guidance of the Ministry of Justice in Official Dispatch No. 6723/MOJ-
LDDIA dated October 23, 2025;
(ii) Complete in 2025 the restructuring of online public service processes at provincial and commune levels on the National Public Service Portal, and integrate 100% of the online public services of ministries and agencies into the National Public Service Portal.
Completion of Administrative Procedure Review Before November 15
The Ministry of Justice shall take the lead, in coordination with the Government Office, the Ministry of Home Affairs, and relevant agencies, to urgently review all administrative procedures at the provincial and commune levels, propose plans for streamlining and simplification, and report to competent authorities before November 15, 2025.
The Government Office shall submit to the Prime Minister for promulgation in December 2025 a Decision amending the Regulation on management, operation, and exploitation of the National Public Service Portal as prescribed in Decision No. 31/2021/
PMD dated October 11, 2021.
The Ministry of Home Affairs shall take the lead, in coordination with relevant agencies and localities, to:
(i) Urgently advise on the development of legal normative documents under the authority of the National Assembly Standing Committee and the Government relating to organizational structure, job positions, classification of administrative units, classification of urban areas, and standards for administrative units, as well as documents concerning the organization of two-tier local governments;
(ii) Develop a summary report on the implementation of Central Committee’s Resolution No. 18-CC’s Resolution dated October 25, 2017, of the 12th tenure and other resolutions, conclusions, and plans of the Central Committee as required by the Central Steering Committee in Official Dispatch No. 58-CV/CSC dated August 11, 2025;
(iii) Urgently formulate plans and proposals and submit them to competent authorities for consideration and decision on rewarding collectives and individuals with outstanding achievements in implementing Central Committee’s Resolution No. 18-CC’s Resolution; and provide guidance on rewarding collectives and individuals with exceptional achievements in implementing the same resolution.
