The Right to Access to Justice of Citizens: From Legal Dissemination to Legal Aid in the new context

(L&D) – In the effort to build a law-governed society centered on enhancing the effectiveness of the dissemination and education (PBGDPL) through core institutions while adapting to the new administrative model, Vietnam is also strengthening its legal aid network to ensure that no one is left behind in access to justice.
The Department as the Conductor of Legal Dissemination, Education and Legal Aid Efforts
A strategic milestone has been marked by the Government’s Decision No. 129/QD-TTg approving the scheme “Promoting the Role of Vietnam Lawyers’ Association at All Levels in Legal Dissemination and Education for the 2024–2030 Period.” This scheme affirms the core role of the Vietnam Lawyers’ Association, aiming to place citizens at the center and ensure that everyone has timely and quality access to legal information.
At the same time, legal dissemination and education are facing the need for renewal to adapt to the two-tier urban government model. To address this challenge, local authorities are focusing on innovative solutions such as promoting digital transformation and leveraging the strengths of mass organizations and grassroots mediation networks.
Playing the “conductor” role in coordinating these activities is the Department of Legal Dissemination and Education under the Ministry of Justice. As the leading authority in this field, the Department is responsible for advising, directing, guiding, and supervising ministries, sectors, and localities to ensure the consistent and effective implementation of legal dissemination and education nationwide, thereby translating major policy orientations into practice.

Sharing this orientation, Mr. Phan Hong Nguyen – Deputy Director of the Department of Legal Dissemination, Education and Legal Aid – emphasized that the application of technology and digital transformation is no longer a choice but an imperative.
According to him, “Accelerating digital transformation will break down barriers of space and time, bringing legal policies into everyday life more quickly, effectively, and transparently. This is the shortest path to ensure that every citizen, wherever they are, can easily access legal information.”
Turning the Right to Access Justice into Action
Translating central policies into concrete action, localities are taking creative steps to bring the law closer to its intended audiences. Sharing practical experience, Ms. Nguyen Thuy Thanh Yen – Deputy Director of the Department of Justice of Khanh Hoa Province – noted that the success of legal dissemination and education lies in “tailoring” both content and communication methods to fit the specific characteristics of each target group.
Ms. Yen emphasized: “In a province with strong maritime and tourism economies like Khanh Hoa, we consider legal dissemination for fishermen, tourism workers, and coastal businesses a key task. Laws only truly come to life when they address people’s real issues. That’s why we always take the initiative to reach out, listen, and choose the most relatable and practical ways to engage with them.”
Citizens’ access to legal services has been gradually improving thanks to the efforts of competent agencies and organizations, as well as the application of technology in legal dissemination and education, all directed toward the goal of promoting the rule of law.
Beyond information provision, another key pillar enabling citizens to protect their rights is legal aid — the “extended arm” of justice, particularly aimed at vulnerable groups in society.
Under the state management of the Department of Legal Dissemination, Education and Legal Aid (Ministry of Justice), the network of state legal aid centers and collaborating lawyers has been continuously strengthened. This system provides entirely free legal services — including counseling, representation, and defense — for low-income individuals, persons with meritorious service to the nation, ethnic minorities, and other policy beneficiaries.
Through legal aid, citizens’ right to protection is no longer confined to paper but has been translated into concrete action — ensuring equality before the law and reinforcing public trust in the fairness and integrity of the legal system.
The coherent combination of national strategy, close guidance, creative local implementation, and a robust legal aid network has built a strong foundation that enables every citizen to access and use the law as a tool to safeguard their legitimate rights and interests.
(L&D) – The Government has proposed adding a new regulation prohibiting agencies and organizations from requesting individuals to provide Judicial Records Certificate No. 2 (LLTP No. 2) in order to address the issue of overuse and ensure consistency with laws on personal data protection.
(LND) - After more than a decade in effect, the Law on Grassroots Mediation is now facing a comprehensive "overhaul". Not only to resolve practical shortcomings, this reform also carries an important mission of synchronizing with the new, streamlined and effective model of government organization, contributing to building a law-abiding and consensual society.
(L&D) - Dak Lak Province solemnly held the First Patriotic Emulation Congress for the 2025–2030 period. The Congress was honored to receive a congratulatory flower basket from Comrade Vo Thi Anh Xuan – Member of the Party Central Committee, Vice President of the State, and First Vice Chairperson of the Central Emulation and Commendation Council.
(L&D) - The Ministry of Construction has proposed amendments and supplements to a number of points and clauses under Article 38, which stipulates the order and procedures for putting passenger bus stations into operation, of Ministerial Circular No. 36/2024 of the Ministry of Transport.
On October 11, 2025, Prime Minister Pham Minh Chinh chaired the second meeting of the Central Steering Committee on housing policy and real estate market, focusing on discussing breakthrough development of social housing, with a clear call to action — to ensure that the program for building one million social housing units for workers and low-income earners is implemented effectively, swiftly, and substantively.
(L&D) – The Ministry of Health has proposed a plan to reorganize the system of public service units in the health sector in accordance with the spirit of Resolution No. 18-NQ/TW of the Party Central Committee.
On the morning of October 19, after the meeting with voters in preparation for the 10th session of the 15th National Assembly, PM Pham Minh Chinh inspected the operation of the Public Administrative Center of Hung Phu Ward, Can Tho City, as well as the overall operation of the two-tier local government model in the area.
(L&D) – The government has efficiently and deliberately streamlined the organizational apparatus and promoting the two-tier local government in accordance with the decentralization and delegation of authority.
