(L&D) The Two-level local government aims to place people at the center, institutional reform as the driving force, and digital technology as the foundation. The Government and the Prime Minister are resolutely promoting this model toward substantive, effective, and sustainable implementation.
Prime Minister Pham Minh Chinh chairs a Government meeting on the implementation of the resolutions of the Party Central Committee and the National Assembly regarding the organization and operation of the two-level local government.
On the afternoon of October 29, Prime Minister Pham Minh Chinh chaired a meeting on the implementation of the two-level local government model. The meeting was attended by Deputy Prime Ministers, leaders of ministries and sectors, as well as major technology and telecommunications corporations. This meeting served as a review of progress, providing a candid assessment of achievements and shortcomings, while reaffirming a strong political commitment for the next stage.
Two-level local government - from model to practical efficiency
After nearly four months of implementation, the two-level local government model has demonstrated an innovative approach toward streamlining, efficiency, and citizen-centered service. A synchronized system of guiding documents has been issued; the accountability of government levels has been enhanced; and many administrative bottlenecks have been removed.
Figures highlight the positive transformation: over 83% of administrative procedures are now processed online, maximizing convenience for citizens and enterprises; 56% of tasks have been decentralized to local authorities, increasing autonomy and responsibility; nearly 95% of commune-level units have completed the upgrading of facilities and working equipment; 100% of commune-level administrative units now process salary payments through the State Treasury; and 17,595 surplus public properties and land facilities have been effectively managed and utilized.
The Prime Minister assessed that these are highly encouraging results, affirming the sound direction of administrative reform, decentralization, and devolution.

At the meeting, Prime Minister Pham Minh Chinh emphasized a consistent requirement: “Put people and businesses at the center of service; complete every task once started; and ensure six clarities – clarity in personnel, tasks, timeline, responsibility, authority, and outcomes”.
In the context of transforming the model of state governance, the Prime Minister demanded absolute avoidance of buck-passing, evasion, and formality. Localities must innovate their mindset and act decisively — with no fear of difficulty or responsibility.
The ministries and sectors were assigned specific tasks, ranging from institutional improvement, standardization of job positions, and capacity building for officials to investment in digital infrastructure and ensuring interconnected data systems.
In particular, the Prime Minister directed telecommunications enterprises such as VNPT, Viettel, and Mobifone to work together to eliminate signal and power “blind spots,” ensuring synchronized digital infrastructure - a core element for operating a modern government.

Alongside the achieved results, Prime Minister Pham Minh Chinh requested a frank acknowledgment of existing shortcomings, such as limited technological, legal, and managerial capacity among a portion of local officials; inconsistent data systems in some areas; and certain administrative procedures that remain cumbersome and cause inconvenience.
At the same time, concrete solutions have been clearly identified. These include reviewing and amending legal documents to match practical conditions; strengthening staff training, especially at the grassroots level; completing databases on land, education, health care, and public administration; and requiring weekly progress reports with strict handling of delays or dereliction of duty.
Concluding the meeting, the Prime Minister set a key target: by the end of 2025, fundamental obstacles in operating the two-level local government model must be resolved.

By November, the organizational and personnel structure must be consolidated under the new model; before December 15, job positions must be finalized; administrative procedures must continue to be reviewed and streamlined; and data connectivity must be completed to ensure practical benefits for the people.
The two-level local government model is not merely an administrative reform - it marks an important step in building a digital government, digital society, and digital economy. It also reflects the strong commitment of the Government of Viet Nam to modernizing national governance.
Once the model is fully implemented, people will receive better services, enterprises will enjoy greater convenience, and the State will operate more efficiently - that is the true measure of success.
(PLPT) – The goal of making English a compulsory subject from grade 1 is part of the Government’s Programme entitled “Making English the Second Language in Schools for the 2025–2035 period, with a vision toward 2045.”
(L&D) – In the effort to build a law-governed society centered on enhancing the effectiveness of the dissemination and education (PBGDPL) through core institutions while adapting to the new administrative model, Vietnam is also strengthening its legal aid network to ensure that no one is left behind in access to justice.
(L&D) – The Government has proposed adding a new regulation prohibiting agencies and organizations from requesting individuals to provide Judicial Records Certificate No. 2 (LLTP No. 2) in order to address the issue of overuse and ensure consistency with laws on personal data protection.
(LND) - After more than a decade in effect, the Law on Grassroots Mediation is now facing a comprehensive "overhaul". Not only to resolve practical shortcomings, this reform also carries an important mission of synchronizing with the new, streamlined and effective model of government organization, contributing to building a law-abiding and consensual society.
(L&D) - Dak Lak Province solemnly held the First Patriotic Emulation Congress for the 2025–2030 period. The Congress was honored to receive a congratulatory flower basket from Comrade Vo Thi Anh Xuan – Member of the Party Central Committee, Vice President of the State, and First Vice Chairperson of the Central Emulation and Commendation Council.
(L&D) - The Ministry of Construction has proposed amendments and supplements to a number of points and clauses under Article 38, which stipulates the order and procedures for putting passenger bus stations into operation, of Ministerial Circular No. 36/2024 of the Ministry of Transport.
On October 11, 2025, Prime Minister Pham Minh Chinh chaired the second meeting of the Central Steering Committee on housing policy and real estate market, focusing on discussing breakthrough development of social housing, with a clear call to action — to ensure that the program for building one million social housing units for workers and low-income earners is implemented effectively, swiftly, and substantively.
(L&D) – The Ministry of Health has proposed a plan to reorganize the system of public service units in the health sector in accordance with the spirit of Resolution No. 18-NQ/TW of the Party Central Committee.
