Deputy Prime Minister Nguyen Hoa Binh, Standing Deputy Secretary of the Government Party Committee
a) Performs the duties of the Standing Deputy Prime Minister.
b) Oversees and directs: Government Inspectorate, Government Office.
c) On behalf of the Prime Minister, directly monitors and directs the following areas of work:
- Crime prevention and control.
- Prevention and combat of corruption, negativity, and waste; inspection, and resolution of complaints and denunciations.
- Pardon.
- Judicial reform; coordination of work between the Government and the Supreme People’s Court and the Supreme People’s Procuracy.
- Matters related to the International Financial Center in Vietnam.
- Handling and resolving difficulties and obstacles related to long-standing stalled projects nationwide (handling of delayed or inefficient projects and enterprises under the Ministry of Industry and Trade is overseen and directed by Deputy Prime Minister Ho Duc Phoc).
- Approval of investment policies and direction, inspection, supervision, and resolution of arising issues of investment projects under the assigned areas of responsibility.
Standing Deputy Prime Minister Nguyen Hoa Binh
d) Performs the duties of: Head of the Central Steering Committee for National Target Programs for the 2021–2025 period; Head of the Steering Committee for reviewing and resolving difficulties and obstacles related to long-standing stalled projects nationwide; Chairman of councils and national committees, Head of Steering Committees, and Chairman of appraisal councils for planning in the relevant sectors.
đ) On behalf of the Prime Minister, directs the implementation of the Government’s work in the absence of the Prime Minister and as authorized by the Prime Minister.
Deputy Prime Minister Le Thanh Long
a) Oversees and directs: Ministry of Education and Training, Ministry of Health.
b) On behalf of the Prime Minister, directly monitors and directs the following areas of work:
- Education and training; vocational education.
- Social issues; management of drug rehabilitation; implementation of the National Target Program on Drug Prevention and Control until 2030.
- Health, population, family, and children.
- Approval of investment policies and direction, inspection, supervision, and resolution of arising issues of investment projects under the assigned areas of responsibility.

c) Performs the duties of: Chairman of the National Council for Education and Human Resource Development; Chairman of the Central Council for National Defense and Security Education; Chairman of the National Committee for AIDS Prevention and Control and for Prevention of Drug Abuse and Prostitution; Head of the Central Intersectoral Steering Committee on Food Safety and Hygiene; Chairman of councils and national committees, Head of Steering Committees, and Chairman of appraisal councils for planning in the relevant sectors.
d) Other tasks as assigned or authorized by the Prime Minister.
Deputy Prime Minister Pham Thi Thanh Tra
a) Oversees and directs: Ministry of Home Affairs.
b) On behalf of the Prime Minister, directly monitors and directs the following areas of work:
- Regular issues concerning emulation and commendation, administrative reform.
- Labor, employment, persons with meritorious services, and gender equality.
- Approval of investment policies and direction, inspection, supervision, and resolution of arising issues of investment projects under the assigned areas of responsibility.

Deputy Prime Minister Ho Quoc Dung
a) Oversees and directs: Ministry of Justice.
b) On behalf of the Prime Minister, directly monitors and directs the following areas of work:
- Institutional development; building the socialist rule-of-law state.
- Handling of international disputes and complaints.
- Approval of investment policies and direction, inspection, supervision, and resolution of arising issues of investment projects under the assigned areas of responsibility.

c) Performs the duties of: Chairman of councils and national committees, Head of Steering Committees, and Chairman of appraisal councils for planning in the relevant sectors.

Deputy Prime Minister Bui Thanh Son
PDeputy Prime Minister Bui Thanh Son oversees and directs the areas of work, ministries, agencies, and duties assigned under Decision No. 401/QD-TTg dated February 25, 2025, of the Prime Minister (points b, c, d, đ of Clause 6, Article 2), including:
b) Oversees and directs: Ministry of Foreign Affairs, Ministry of Industry and Trade.

c) On behalf of the Prime Minister, directly monitors and directs the following areas of work:
- Diplomacy and foreign relations.
- Official Development Assistance (ODA) and mobilization of concessional loans.
- Foreign non-governmental aid and foreign non-governmental organizations.
- International integration; monitors, directs negotiations, and implementation of bilateral and multilateral international commitments.
- Vietnam’s relations with international and regional organizations.
- Border management and issues concerning the East Sea and islands.
- Work concerning Vietnamese citizens abroad and issues of foreigners in Vietnam.
- Human rights issues.
- Prevention and combat of smuggling and trade fraud.
- Industry; trade – import and export; petroleum reserves and supply; logistics services.
- Energy security; efficient and economical energy use.
- Approval of investment policies and direction, inspection, supervision, and resolution of arising issues of investment projects under the assigned areas of responsibility.
d) Performs the duties of: Chairman of the Steering Committee for Vietnam -China bilateral cooperation; Head of the State Steering Committee on land border demarcation and marking; Head of the Steering Committee on Human Rights; Head of the State Steering Committees for important national programs, projects, and energy sector key projects; Head of the National Steering Committee against smuggling, trade fraud, and counterfeit goods; Chairman of councils and national committees, Head of Steering Committees, and Chairman of appraisal councils for planning in the relevant sectors.
đ) Other tasks as assigned or authorized by the Prime Minister.
Deputy Prime Minister Tran Hong Ha
Deputy Prime Minister Tran Hong Ha continues to oversee and direct the areas of work, ministries, agencies, and duties assigned under Decision No. 401/QD-TTg dated February 25, 2025, including:
a) Oversees and directs: Ministry of Construction, Ministry of Agriculture and Environment.
b) On behalf of the Prime Minister, directly monitors and directs the following areas of work:
- Transport; ensuring traffic order and safety.
- Construction.
- Natural resources and environment; climate change.
- Agriculture and rural development; new rural construction; flood and storm prevention and control; search and rescue.
- Poverty reduction.
- National key projects and basic construction investment projects under the assigned areas of responsibility.
- Economic zones, industrial zones, and export processing zones.
- General mechanisms and policies on bidding (handling bidding-related work in specialized sectors is under the responsibility of the Deputy Prime Ministers in charge of the respective areas).
- Implementation of the National Target Program on Sustainable Poverty Reduction 2021–2025, and the National Target Program on New Rural Construction 2021–2025.
- Approval of investment policies and direction, inspection, supervision, and resolution of arising issues of investment projects under the assigned areas of responsibility.

c) Performs the duties of: Chairman of the National Council on Water Resources; Chairman of the Vietnam Subcommittee in the Vietnam–Russian Federation Intergovernmental Committee; Chairman of the National Traffic Safety Committee; Chairman of the National Civil Aviation Security Committee; Chairman of the Vietnam Mekong River Committee; Head of the Central Steering Committee for the implementation of three national target programs: new rural construction 2021–2025, sustainable poverty reduction 2021–2025, socio-economic development in ethnic minority and mountainous areas 2021–2030; Head of the Central Steering Committee on Housing Policy and Real Estate Market; Head of the Central Steering Committee on Disaster Prevention and Control; Head of the National Steering Committee on Green Growth; Chairman of councils and national committees, Head of Steering Committees, and Chairman of appraisal councils for planning in the relevant sectors.
d) Other tasks as assigned or authorized by the Prime Minister.
Deputy Prime Minister Ho Duc Phoc
Deputy Prime Minister Ho Duc Phoc continues to oversee and direct the areas of work, ministries, agencies, and duties assigned under Decision No. 401/QD-TTg dated February 25, 2025, including:
a) Oversees and directs: Ministry of Finance, State Bank of Vietnam, Vietnam Bank for Social Policies, Vietnam Development Bank, Deposit Insurance of Vietnam.
b) On behalf of the Prime Minister, directly monitors and directs the following areas of work:
- Investment planning; forecasting and macroeconomic management policies.
- Finance and pricing; monetary policy, banking; capital markets, stock markets; financial investment sources; State reserves.
- State budget expenditures, use of the State budget contingency, Financial Reserve Fund, Foreign Exchange Reserve Fund, and other State funds; issuance of public bonds and Government bonds.
- Salary and social insurance policies.
- Restructuring and renewal of state-owned enterprises.
- General mechanisms and policies on public asset management (handling work related to public asset management in specialized sectors is under the responsibility of the Deputy Prime Ministers in charge of the respective areas).
- Approval of investment policies and direction, inspection, supervision, and resolution of arising issues of investment projects under the assigned areas of responsibility.

c) Performs the duties of: Chairman of the National Advisory Council on Financial and Monetary Policy; Chairman of the National Steering Committee on the ASEAN Single Window, National Single Window, and Trade Facilitation; Chairman of the National Council on Sustainable Development; Head of the Central Steering Committee on reforming salary policies, social insurance, and incentives for persons with meritorious services; Head of the Steering Committee on Renewal and Development of Enterprises; Head of the Steering Committee on handling weaknesses and problems of some delayed or inefficient projects and enterprises under the Ministry of Industry and Trade; Chairman of councils and national committees, Head of Steering Committees, and Chairman of appraisal councils for planning in the relevant sectors.
d) Other tasks as assigned or authorized by the Prime Minister.
Deputy Prime Minister Nguyen Chi Dung
Deputy Prime Minister Nguyen Chi Dung continues to oversee and direct the areas of work, ministries, agencies, and duties assigned under Decision No. 401/QD-TTg dated February 25, 2025, including:
a) Oversees and directs: Ministry of Science and Technology, Vietnam Academy of Science and Technology, Vietnam Academy of Social Sciences.
b) On behalf of the Prime Minister, directly monitors and directs the following areas of work:
- Science and technology; innovation; digital transformation.
- Development of various types of enterprises; collective economy; cooperatives.
- Foreign direct investment (FDI) in Vietnam; investment of Vietnam abroad.
- Matters related to the semiconductor industry, artificial intelligence (AI), etc.
- National master planning, regional planning, provincial planning.
- Approval of investment policies and direction, inspection, supervision, and resolution of arising issues of investment projects under the assigned areas of responsibility.

c) Performs the duties of: Chairman of the National Planning Council; Head of the Steering Committee on the Innovation and Development of the Collective Economy and Cooperatives; in charge of the Vietnam–Laos Intergovernmental Committee; Chairman of councils and national committees, Head of Steering Committees, and Chairman of appraisal councils for planning in the relevant sectors, including national master planning, regional planning, and provincial planning.
d) Assists the Prime Minister in monitoring, directing, and managing the implementation of tasks and activities of the Socio-Economic Subcommittee submitted to the 14th National Party Congress.
đ) Assists the Prime Minister in developing the national and international innovation ecosystem.
e) Other tasks as assigned or authorized by the Prime Minister.
Deputy Prime Minister Mai Van Chinh
Deputy Prime Minister Mai Van Chinh continues to oversee and direct the areas of work, ministries, agencies, and duties assigned under Decision No. 401/QD-TTg dated February 25, 2025, including:
a) Oversees and directs: Ministry of Ethnic Affairs and Religion, Ministry of Culture, Sports and Tourism.

b) On behalf of the Prime Minister, directly monitors and directs the following areas of work:
- Ethnic affairs and religion.
- Culture; tourism; physical training and sports.
- Media, press, and publishing.
- Implementation of the National Target Program on socio-economic development in ethnic minority and mountainous areas 2021–2030, and the National Target Program on cultural development 2025–2035.
- Approval of investment policies and direction, inspection, supervision, and resolution of arising issues of investment projects under the assigned areas of responsibility.
c) Performs the duties of: Head of the State Steering Committee on Tourism; Chairman of councils and national committees, Head of Steering Committees, and Chairman of appraisal councils for planning in the relevant sectors.
d) Other tasks as assigned or authorized by the Prime Minister.
(L&D) - As of July 1, 2025, together with the entire Dak Lak province, Ea M'Droh Commune officially operates under the two-level local government model. This marks a major turning point in the organization of the administrative apparatus, requiring quick adaptation, streamlined structure, and greater efficiency to better serve the people.
(L&D) The Two-level local government aims to place people at the center, institutional reform as the driving force, and digital technology as the foundation. The Government and the Prime Minister are resolutely promoting this model toward substantive, effective, and sustainable implementation.
(PLPT) – The goal of making English a compulsory subject from grade 1 is part of the Government’s Programme entitled “Making English the Second Language in Schools for the 2025–2035 period, with a vision toward 2045.”
(L&D) – In the effort to build a law-governed society centered on enhancing the effectiveness of the dissemination and education (PBGDPL) through core institutions while adapting to the new administrative model, Vietnam is also strengthening its legal aid network to ensure that no one is left behind in access to justice.
(L&D) – The Government has proposed adding a new regulation prohibiting agencies and organizations from requesting individuals to provide Judicial Records Certificate No. 2 (LLTP No. 2) in order to address the issue of overuse and ensure consistency with laws on personal data protection.
(LND) - After more than a decade in effect, the Law on Grassroots Mediation is now facing a comprehensive "overhaul". Not only to resolve practical shortcomings, this reform also carries an important mission of synchronizing with the new, streamlined and effective model of government organization, contributing to building a law-abiding and consensual society.
(L&D) - Dak Lak Province solemnly held the First Patriotic Emulation Congress for the 2025–2030 period. The Congress was honored to receive a congratulatory flower basket from Comrade Vo Thi Anh Xuan – Member of the Party Central Committee, Vice President of the State, and First Vice Chairperson of the Central Emulation and Commendation Council.
(L&D) - The Ministry of Construction has proposed amendments and supplements to a number of points and clauses under Article 38, which stipulates the order and procedures for putting passenger bus stations into operation, of Ministerial Circular No. 36/2024 of the Ministry of Transport.
