The 10th Session will adopt up to 50 Draft Laws and Resolutions

(L&D) - The upcoming 10th Session of the 15th National Assembly will be the final session of the term, with an extensive workload as it will review and adopt up to 50 draft laws and resolutions, carrying special significance.

In his closing remarks at the 49th session of the National Assembly Standing Committee, the Chairman of the National Assembly stated that the 10th Session would not only review the regular year-end agenda but also summarize the work of the entire term and adopt many policy decisions to guide the new phase. This will be the session with the largest legislative workload since the beginning of the term, far exceeding that of the 9th Session.

It is expected that the National Assembly will review and adopt nearly 50 draft laws and resolutions, many of which are aimed at institutionalizing new policies of the Central Committee regarding education, healthcare, and international integration. In addition, the session will carry out personnel work, supervision, and review reports summarizing five years of implementing national target plans and programs.

The agenda will also include reviewing the five-year summary reports on the implementation of national target plans and programs, approving investment policies for important programs, as well as carrying out personnel appointments, supervision, and citizen-related work.

The 10th Session will also feature important changes in its organizational format: it will not be divided into two phases, there will be no recess between sessions, and groups of related topics or fields will be presented and discussed together. The time allocated for presenting submissions and reports will be further shortened.

To prepare for the session, the Chairman of the National Assembly requested that agencies promptly finalize their reports, ensuring quality and sending them to National Assembly deputies within the prescribed timeframe. With respect to draft laws, he emphasized the need to focus on revisions to ensure they are rigorous, scientific, and feasible.

The Chairman also noted that agencies should proactively send documents as early as possible, even in draft form, to allow National Assembly bodies sufficient time for study. Given the urgent preparation timeline, he urged agencies to make full use of every day and every hour to ensure that all dossiers and documents are complete, rigorous, thoroughly appraised, and aligned with the goal of holding a successful 10th Session in a spirit of high responsibility, discipline, quality, and efficiency.

The Chairman of the National Assembly requested agencies to promptly and fully incorporate the opinions agreed upon at the session, finalize reports with guaranteed quality, and send them to National Assembly deputies within the prescribed time to serve the 10th Session.

Overview of the 49th Session.

As for the draft laws, efforts must focus on finalizing and revising them to ensure that provisions are rigorous, scientific, and feasible. A total of 21 draft laws, after receiving feedback from the National Assembly Standing Committee, will be submitted for consultation at the Conference of Full-Time National Assembly Deputies, which opens this afternoon (September 29).

Emphasizing that the preparation time for the Session is very limited, with the October meetings extending right up to the opening of the Session, the Chairman of the National Assembly urged agencies to make the most of every day and every hour, working urgently in this final stage but absolutely avoiding perfunctory approaches; ensuring that all dossiers and documents are complete, rigorous, and thoroughly appraised. “We must ensure that the 10th Session is organized successfully, with a spirit of high responsibility, strict discipline, quality, and efficiency,” the Chairman stressed.

At the 49th Session, the National Assembly Standing Committee also reviewed 34 agenda items, focusing on 13 draft laws to be submitted for approval at the 10th Session of the National Assembly. Annual supervision reports and term-end summary reports of the National Assembly, the Government, the President, and judicial bodies were also thoroughly discussed.

A Resolution on the 2026 Legislative Program, along with seven other resolutions within the Committee’s authority, was adopted. Among them were resolutions related to election work, such as consultation, candidate nomination, and voter engagement.
