(L&D) - On October 29 in Ha Noi, the Party Committee of the Vietnam Lawyers Association, in coordination with the Party Cell of the Vietnam Bar Federation, held a conference to solicit opinions on the draft documents to be submitted to the 14th National Congress of the Communist Party of Vietnam.
Overview of the Conference
Attending the Conference were Mr. Nguyen Thai Hoc – Deputy Secretary of the Party Committee of the Vietnam Fatherland Front and Central Mass Organizations; Mr. Nguyen Khanh Ngoc – Secretary of the Party Committee and President of the Vietnam Lawyers Association; and Mr. Dao Ngoc Chuyen – Vice President of the Vietnam Bar Federation.
Also present were representatives of the Central Commission for Communication and Education, the Central Commission for Mass Mobilization, members of the Standing Board and Executive Committee of the Party Committee of the Vietnam Lawyers Association, Secretaries, Deputy Secretaries, and members of the Party Cell of the Vietnam Bar Federation, together with more than 100 Party members under the Party Committee of the Vietnam Lawyers Association and the Party Cell of the Vietnam Bar Federation.
In his opening remarks, Mr. Dao Ngoc Chuyen – Vice President of the Vietnam Bar Federation – stated that today’s conference was organized to promote democracy, wisdom, and responsibility among legal professionals and lawyers in contributing to the completion of the Party’s major orientations.

"The 14th National Congress of the Communist Party of Vietnam is a major political event of the entire Party, people, and army, which holds special significance in the country’s development process".
The 14th National Congress takes place at a pivotal juncture in the country’s development process: after nearly 40 years of renewal and more than a quarter of a century of extensive international integration, our country is facing great opportunities for breakthrough while also encountering numerous economic, geopolitical, and global challenges. Therefore, the completion of the draft documents – which serve as the foundation for the Party’s and the State’s strategic decisions in the new term – holds particularly important significance.
The innovative contents of the Draft Documents, especially the 18 new and important points, reflect strategic thinking and a long-term vision, affirming the determination to build a Vietnam that is strategically autonomous, nationally resilient, and capable of fast and sustainable development. This draft Political Report not only establishes a new growth model but also emphasizes key driving forces such as innovation, digital transformation, green transition, private sector development, the building of a modern institution, and a focus on human and cultural development.

The collection of comments on the Draft Documents - exemplified by the Conference jointly organized on October 29 in Hanoi by the Party Committee of the Vietnam Lawyers Association and the Party Cell of the Vietnam Bar Federation with the participation of over 100 delegates - has demonstrated the democratic, scientific, and highly responsible spirit of the community of jurists and lawyers in contributing to the improvement of the theoretical and legal foundations of the Draft Documents of the 14th National Congress of the Party. It was also an occasion for intellectuals, scientists, artists, entrepreneurs, and people from all walks of life to exercise their wisdom and make recommendations for building the Party and the political system to become increasingly transparent and robust, as well as to put forward practical and realistic proposals that help generate social consensus.
Each contribution is not merely a matter of wording, but also conveys trust, expectations, and aspirations for a bright future of the nation; it represents a concrete action of participation in the process of formulating development guidelines, bringing the spirit of the Party’s resolutions to life, and spreading the strength of great national unity.

“We hope to receive high-quality, practical feedback and recommendations from the community of jurists and lawyers. Today’s Conference, with the participation of legal experts, is expected to generate in-depth contributions that bear the distinctive mark of the legal profession,” Mr. Nguyen Thai Hoc emphasized.
VIn the spirit of “the people know, the people discuss, the people act, the people inspect, the people supervise, and the people benefit,” the movement to comment on the Draft Documents of the 14th National Congress is being implemented in a substantive and extensive manner, ensuring democracy, openness, and transparency. This process serves as an important foundation for the Party to refine its orientations and major decisions in response to the country’s development requirements in the new context.
At the same time, the 18 new points in the current Draft Political Report have drawn significant public attention. These highlights embody the Party’s strategic vision for the new stage of development, such as establishing a new growth model based on innovation; recognizing the private sector as a key driving force; supplementing theoretical foundations for the renewal policy; emphasizing environmental protection as a pillar of development; advancing a modern national education system; adopting flexible and proactive diplomacy for deeper international integration; building a civilized Party; streamlining the organizational apparatus; and promoting the strength of great national unity. These orientations not only align with the rapidly changing global context but also reaffirm the determination to enable Viet Nam’s strong breakthrough, deeper integration, and sustainable development.
(L&D) - The draft Law on Extradition, currently under consideration by the National Assembly at the 10th session of the 15th legislature, not only fills the existing legal gap but also reflects the strategic vision of the Party and the State in safeguarding national sovereignty, ensuring human rights, and enhancing Viet Nam’s international standing.
(L&D) According to the medium-term budget orientation for the 2026–2030 period, the State gives strong priority to political, national defense, security, and social welfare tasks, considering them as “pillar” sectors that ensure national stability, improve people’s living standards, and strengthen public trust.
(L&D) – Speaking at the Government’s regular meeting for September 2025, Minister of Finance Nguyen Van Thang stated that GDP growth in the third quarter was estimated at around 8.2% — the highest growth rate for the same period since 2011.
(L&D) - The upcoming 10th Session of the 15th National Assembly will be the final session of the term, with an extensive workload as it will review and adopt up to 50 draft laws and resolutions, carrying special significance.
(L&D) – The Prime Minister issued Decision No. 2121/QĐ-TTg dated 23 September 2025 on the establishment of the State Appraisal Council for appraising the Report on the Proposal for Investment Policy of the National Target Program on the modernization and improvement of the quality of education and training for the period 2026–2035.
(L&D) – The thematic workshop on "Identifying 'bottlenecks' and proposing remedial solutions related to the Land Law" aims to seek comprehensive and fundamental measures to advance this key legislation, thereby removing existing obstacles, unlocking resources, and contributing to the promotion of socio-economic development.
(L&D) – On September 9, 2025, in Hanoi, General Secretary To Lam chaired an important meeting to implement Resolution No. 71-NQ/TW dated August 22, 2025 of the Politburo on breakthroughs in the development of education and training.
(L&D) – On the morning of September 9, Deputy Prime Minister Nguyen Chi Dung chaired a meeting with ministries and agencies at the Government Headquarters, stressing that strategic technology products for 2025 must promote values, create breakthroughs, and be prioritized for immediate implementation.
