The entire education sector is determined to implement Resolution 71-NQ/TW

(L&D) – On September 9, 2025, in Hanoi, General Secretary To Lam chaired an important meeting to implement Resolution No. 71-NQ/TW dated August 22, 2025 of the Politburo on breakthroughs in the development of education and training.


Overview of the meeting to implement Resolution 71-NQ/TW.

In his report at the meeting, Minister of Education and Training Nguyen Kim Son stated that Resolution 71 had attracted wide attention and received strong consensus from teachers, parents, students, and experts. This demonstrates society’s confidence in the sector’s strategic reforms.

To implement the contents of the Resolution, the Ministry of Education and Training (MOET) has proactively integrated tasks and solutions into three draft laws and two resolutions of the National Assembly, including: the Law amending and supplementing a number of articles of the Law on Education; the amended Law on Higher Education; the amended Law on Vocational Education; the National Target Program on modernization and improvement of education and training quality for the 2026–2035 period; and the Draft Resolution of the National Assembly on special mechanisms and policies for the implementation of Resolution 71.

Minister of Education and Training Nguyen Kim Son reported on the implementation of tasks for carrying out Resolution 71 in the education sector.

In a short period of time, the Ministry of Education and Training (MOET) has submitted to the Government for promulgation Decree No. 238/2025/ND-CP dated September 3, 2025 on tuition policies, tuition exemption and reduction, and support for study expenses; completed the draft Decree detailing the implementation of the National Assembly’s Resolution on universal education for children aged 3 to 5, expected to be submitted to the Government for promulgation in September 2025 so that it can be applied in the 2025–2026 school year; and developed the draft Decree on lunch support policies for primary and lower secondary school students in border communes. This Decree is also expected to be promulgated in September 2025 for application in the 2025–2026 school year; List of 100 schools (including 83 new schools to be built and 17 to be renovated) in 18 border provinces and cities has been compiled for investment within 2025. These schools will be invested in a comprehensive and modern manner to ensure adequate facilities for teaching and learning.

At the meeting, General Secretary To Lam emphasized that concretizing and developing an action program is of paramount importance, determining the success of the Resolution. The General Secretary noted that the core contents of Resolution 71—such as improving the legal framework, developing national target programs, ensuring sufficient schools, classrooms, and teachers, and rectifying shortcomings and negative practices in the education sector—must be institutionalized and implemented in detail. The General Secretary also requested that the tasks to be carried out in 2025 must be implemented immediately, ensuring progress and quality so that the people and society can clearly see the breakthrough changes.

The General Secretary also assigned specific tasks to the Party Committee of the Ministry of Education and Training (MOET) to take the lead and coordinate with relevant agencies in completing the Action Program for the implementation of Resolution 71; and to the Party Central Committee’s Organization Commission to study and develop a rational Party organizational system within the education sector, while also paying attention to encouraging the admission of Party members among students.

To organize the Conference on thoroughly grasping Resolution 71, General Secretary To Lam assigned the Central Propaganda and Training Commission and the Central Mass Mobilization Commission to make thorough preparations for the Conference, creating enthusiasm, excitement, and common determination throughout the entire political system, especially among teachers.

General Secretary To Lam delivered a directive speech at the meeting.

General Secretary To Lam affirmed that the Party and the State will create all favorable conditions for the education and training sector to successfully achieve the goals set out in the Resolution, aiming toward the ultimate objective of improving the quality of teaching and learning.
