Ministry of Health proposes the reorganization of public service units in the sector

(L&D) – The Ministry of Health has proposed a plan to reorganize the system of public service units in the health sector in accordance with the spirit of Resolution No. 18-NQ/TW of the Party Central Committee.

Plan to transfer 13 units to local authorities

Ministry of Health stated that, as of October 2017, it had 83 units of public service under management (including three public service units serving the state management functions of the Ministry of Health as prescribed in Decree No. 75/2017/NĐ-CP)

Between 2017 and 2025, the Ministry of Health will complete the transfer of 3 hospitals under its management to local authorities and reorganize its subordinate units by reducing 4 organizational entities.

The Ministry of Health currently directly manages 90 units (including 4 hospitals to be handed over in 2025). Of these: 3 institutes serving state management functions; 35 hospitals of the Medical Examination and Treatment sector; 11 units of the Preventative Medicine sector; 12 units of the Training sector (including 1 college); 5 units of the Testing and Quality Control sector; 3 units of the Medical Equipment, Pharmaceuticals, and Vaccine sector; 8 units of the Forensic Medicine and Forensic Psychiatry sector (including 3 institutes and 5 centers); and other Central agencies and organizations.

The Ministry of Health proposes a plan for reorganization and restructuring, under which 13 units will be transferred to local authorities and 11 units will be reorganized.

As for the SOS Viet Nam System, the Ministry suggests transferring 17 local SOS Villages to local authorities and reorganizing 25 schools within the SOS Children’s Village System. One unit (the SOS Viet Nam Office) will be reorganized after the completion of the handover of units under the SOS Viet Nam System to local authorities.

Leading Hospitals to Remain under the Ministry of Health after the Reorganization

Regarding the plan proposed by the Ministry of Health, many medical establishments will remain under the Ministry’s management, while some will be merged or transferred to local authorities and medical training institutions to enhance operational efficiency.

Specifically, among the 39 hospitals directly under the Ministry of Health, the Ministry proposes that 25 hospitals remain under its management, 2 hospitals be merged with other units, and the remainder be transferred in their entirety or become branches of other hospitals. Those remaining under the Ministry include leading hospitals such as Bach Mai Hospital, K Hospital, Viet Duc Hospital, the National Children’s Hospital, the National Hospital of Obstetrics and Gynecology, Cho Ray Hospital, and Thong Nhat Hospital, to ensure their leading role in treatment, training and scientific research. Some specialized hospitals will be merged into central general hospitals or other large-scale units.

Transfer of Several Specialized Hospitals to Local Authorities

Several specialized hospitals are proposed to be handed over in their entirety to local authorities to strengthen decentralization in management and optimize the use of facilities. These include the Central Psychiatric Hospital No. II (to be transferred to the People’s Committee of Dong Nai Province), the Central Leprosy and Dermatology Hospital of Quy Hoa (to be transferred to Gia Lai Province), the Central Hospital 74 (to be transferred to Phu Tho Province), and the Quang Nam Central General Hospital (to be transferred to Da Nang City).

The Ministry of Health proposes that several hospitals be transferred to serve as teaching hospitals for medical universities, such as Da Nang Orthopedic and Rehabilitation Hospital to be transferred to the Da Nang University of Medical Technology and Pharmacy, and the Central Hospital 71 and the Central Nursing and Rehabilitation Hospital to be transferred to Hanoi Medical University.

Reorganization of the Preventative Medicine Sector

For the Forensic Medicine and Forensic Psychiatry sector, the Ministry of Health stated that it is directly managing 8 units under this group. The units performing forensic psychiatric assessment tasks have generally ensured consistency in accordance with the Law on Judicial Expertise.The Ministry of Health proposes amending the Law on Judicial Expertise and transferring 5 centers in their entirety to local authorities for management.

In addition, the Ministry proposes reorganizing the Preventative Medicine sector to establish a strong national focal point for preventive health.

According to the proposal, the National Institute of Hygiene and Epidemiology will remain under the Ministry of Health and serve as the central focal point performing the functions of the national CDC.

For the sector of Testing and Quality Control, Medical Equipment, Pharmaceuticals and vaccines, the Ministry of Health proposes that these units remain under the Ministry due to their specific characteristics, while studying options to reorganize and restructure their internal organization to ensure effective and efficient operation.
