United Nations lifts sanctions on Syrian President

(L&D) - On 6 November, the United Nations Security Council adopted a U.S.-drafted resolution lifting sanctions imposed on Syrian President Ahmed al-Sharaa, ahead of his visit to the White House next week.

The formal lifting of sanctions against President Sharaa is regarded as largely symbolic, as these restrictions have typically been suspended whenever he travels abroad in his capacity as head of state. The asset freeze and arms embargo will also be removed.

The move was welcomed by Syria, with Foreign Minister Asaad al-Shaibani writing on X: “Syria expresses its gratitude to the United States and friendly nations for their support for the country and the Syrian people.”

The document, endorsed by 14 Council members, states: “The resolution decides to remove Ahmed al-Sharaa and Interior Minister Anas Hasan Khattab from the ISIL and Al-Qaida Sanctions List.” China abstained.

Explaining the abstention, China’s Permanent Representative to the United Nations, Fu Cong, said Beijing “has reasonable concerns regarding counter-terrorism, particularly with respect to foreign terrorist fighters in Syria, and has proposed several amendments… However, Washington did not fully take into account the views of all members.”

Ordinarily, decisions to lift sanctions are adopted by the Security Council’s Sanctions Committee in closed sessions and require full consensus, whereas a full Council vote such as this one requires only a simple majority.

U.S. President Donald Trump will receive Mr. Sharaa in Washington on 10 November, after noting that the Syrian leader “has made positive progress” toward establishing peace in Syria. This will be Mr. Sharaa’s first visit to Washington and his second trip to the United States, following his historic address before the UN General Assembly in New York in September — the first speech by a Syrian president at the forum in decades.
