Specifically, regarding the implementation of building 100 inter-level boarding schools for primary and lower secondary education in border communes, the Deputy Prime Minister requested the Ministry of Education and Training to take the lead, in coordination with relevant ministries and agencies, to urgently review and finalize the draft Government Resolution promulgating the Action Plan to implement Notice No. 81-TB/TW dated July 18, 2025, of the Party Central Committee on the policy of investing in the construction of schools in border communes to ensure quality, in accordance with the Prime Minister’s instructions in Conclusion Notice No. 438/TB-VPCP dated August 22, 2025, Official Document No. 6725/GO-DEC dated July 19, 2025, and Official Document No. 7889/GO-DEC dated August 23, 2025; and submit it to the Government before August 31, 2025.
Regarding the finalization of the draft Decree on tuition policies, tuition exemption and reduction, financial support for tuition and learning costs, and service fees in the field of education and training, the Deputy Prime Minister requested the Ministry of Education and Training to urgently coordinate with the Ministries of Finance, Health, and Culture, Sports and Tourism to jointly review and reach consensus on the content of responses and explanations to the opinions of Members of the Government; on that basis, finalize the draft Decree to ensure accuracy, adherence to, and consistency with the Party’s guidelines and legal provisions; and submit it to Deputy Prime Minister Le Thanh Long before August 29, 2025.
Regarding the development of the draft Decree on providing lunch support for primary and lower secondary school students studying in mainland border communes, the Ministry of Education and Training is to urgently coordinate with the Ministry of Finance, the Ministry of Justice, and relevant agencies to complete the dossier for submission of the draft Decree on lunch support for primary and lower secondary school students in mainland border communes, ensuring quality, effectiveness, compliance with the Party and State’s guidelines and policies, and conformity with legal regulations; submit it to the Government for consideration and promulgation before August 31, 2025.
The Deputy Prime Minister requested that the Ministries of Finance, Justice, Health, Culture, Sports and Tourism, Construction, and other relevant agencies and localities closely and promptly coordinate with the Ministry of Education and Training to complete the above-mentioned tasks, ensuring quality and timely implementation in accordance with regulations.
