The seminar “Identifying Bottlenecks and Proposing Solutions to Address Issues Related to the Land Sector,” jointly organized by the Ministry of Justice and the Ministry of Agriculture and Environment, will take place on the afternoon of September 22.
(L&D) -On the afternoon of September 22 in Hanoi, the Ministry of Justice, in coordination with the Ministry of Agriculture and Environment, will organize the seminar “Identifying Bottlenecks and Proposing Solutions to Address Issues Related to the Land Sector.”
The seminar will be held in a hybrid format, combining an in-person meeting with online connections to 34 provinces and cities nationwide, and will also be livestreamed on the National Legal Portal platform (address: phapluat.gov.vn).
The seminar will be chaired by leaders of the Ministry of Justice and the Ministry of Agriculture and Environment. Participants include numerous distinguished experts, reputable scholars, economists; representatives of professional associations, the business community, and law practice organizations.
The seminar aims to identify policy and institutional bottlenecks as well as difficulties and obstacles in the implementation of land legislation, thereby seeking and selecting breakthrough solutions to ensure that land laws are increasingly improved, consistent, transparent, feasible, effective, and efficient.
This event holds practical significance in the current period, especially in the context that the Party and the State have been and are directing drastic efforts to amend and supplement land-related policies and legislation in the near future.
In addition, the Land Law is considered a foundational and crucial statute, relating to all aspects of socio-economic life and closely interconnected with other key laws such as the Law on Planning, the Law on Urban and Rural Planning, and the Law on Investment.
The seminar also serves as a concrete step to implement the instructions of General Secretary To Lam at the working session on September 18, 2025, with the Party Committee of the Government regarding major orientations for amending and improving the Land Law. At that session, the General Secretary emphasized the importance of identifying and removing bottlenecks and finding breakthrough solutions in this field.
From May 19 to 21, 2025, the 13th St. Petersburg International Legal Forum took place in St. Petersburg, Russian Federation. This annual forum, held since 2011, attracts the participation of politicians, experts, and leading legal scholars from Russia and many other countries.
