The 13th St. Petersburg International Legal Forum: Law, Lessons from the Past for the Future World

From May 19 to 21, 2025, the 13th St. Petersburg International Legal Forum took place in St. Petersburg, Russian Federation. This annual forum, held since 2011, attracts the participation of politicians, experts, and leading legal scholars from Russia and many other countries.

At the invitation of the Organizing Committee, Mr. Nguyen Khanh Ngoc – President of the Vietnam Lawyers Association – led the delegation of the Central Committee of the Association to attend the Forum. At the event, the President of the Vietnam Lawyers Association delivered a presentation on the topic: “Legal Aid in Vietnam: Current Situation and Development Prospects.” Participants in the Forum also included representatives of the Lawyers’ Association of the Ministry of Justice, the Vietnam Law Newspaper, Hanoi Law University, and the Journal of Jurisprudence.

“Law: Lessons from the Past for the Future World” was the central message of this year’s Forum. The current global context brings with it numerous noteworthy upheavals in international law. Within the framework of the Forum, many discussion sessions were held with a variety of key themes such as: Law and Society; The Effectiveness of Law for the Effectiveness of the State; Law and Digital Transformation; Law in Dispute Resolution; Law and Economic Growth; Law and Ecological Environment; Law on Education and Professions; and Legislative Skills.

These major themes were subdivided into more specific topics for presentation and discussion, including issues of human rights, legislative culture, legal regulations on media activities and current challenges, the future of the independence of the legal profession, as well as monitoring and management activities based on artificial intelligence (AI).

In the opening session, the “highlight” brought by the Vietnam Lawyers Association to the Forum was Vietnam’s experience in providing legal aid. According to the presentation by President Nguyen Khanh Ngoc, “Vietnam currently has 63 State Legal Aid Centers with more than 1,200 staff members, nearly 100 district-level branches, along with nearly 200 social organizations and over 100 Legal Consulting Centers under the Vietnam Lawyers Association. Since its establishment in 1997, the system has handled more than 2.3 million legal aid cases; in 2024 alone, over 60,000 cases were resolved, of which 83% involved direct defense and protection of rights at investigative agencies and courts.”

Mr. Ngoc emphasized: “In Vietnam, legal aid is regarded as a fundamental tool to ensure access to justice for all citizens, regardless of social status or economic conditions. This principle is affirmed in the Law on Legal Aid, which mandates that the State is responsible for providing free legal services to eligible individuals while ensuring service quality and integrity.

In addition to state budget support, Vietnam’s legal aid ecosystem also benefits from the active participation of social organizations, law firms, and nearly 100 Legal Consulting Centers affiliated with the Vietnam Lawyers Association. Thanks to this combined effort, Vietnam’s legal aid network is becoming increasingly diverse, effective, and widely accessible.”

He added: “We are here not only as legal practitioners but also as defenders of justice, working to protect the rights of vulnerable groups and to fulfill a shared mission: transforming legal aid from a privilege into an essential right for every citizen… Legal aid in Vietnam is built on the foundation of the 2013 Constitution, which guarantees equality before the law, the right to a fair trial, and the right to legal defense. Vietnam is also actively participating in international conventions such as the ICCPR, CEDAW, and the Convention on the Rights of the Child, and has signed numerous bilateral judicial assistance agreements, including with the Russian Federation, reaffirming its commitment to global cooperation and knowledge sharing.”

On the sidelines of the Forum, President Nguyen Khanh Ngoc met with Mr. Evgeny Zabarchuk, Deputy Minister of Justice of the Russian Federation, and Mr. Sergey Stepashin, President of the Russian Lawyers Association. The two sides discussed several issues concerning legal cooperation between their associations. Participation in the Forum was also part of the cooperation program between the Vietnam Lawyers Association and the Russian Lawyers Association for the 2024–2025 period, aimed at further promoting practical, in-depth, and effective legal and judicial cooperation between the two countries.
