Ministry of Home Affairs proposes not to apply special salary coefficients for teachers

(L&D) – Ministry of Home Affairs has sent an official communication to the Ministry of Education and Training providing comments on the draft Government Decree on salary policies and allowance regimes for teachers.

No political or legal basis

According to the draft released by the Ministry of Education and Training for public constitution, all teachers would be entitled to a “special salary coefficient.” Under this proposal, preschool teachers would receive a coefficient of 1,25 compared with their current salary coefficient; other teaching titles would receive a coefficient of 1,15. Teachers working at schools or classes for persons with disabilities, inclusive education support centers, and boarding schools in border areas would receive an additional 0,05 on top of the stipulated rate.

The Ministry of Home Affairs stated that, based on the Party’s orientations on salary policy reform, existing legal provisions, and the opinion of the Party Delegation to the National Assembly (regarding the amendment and abolition of special financial and income mechanisms in central administrative agencies and units), there is no political or legal basis for stipulating a special salary coefficient for teachers.

According to the design principles of the current salary regime, public employees in the public service sectors are subject to a unified salary scale to ensure consistency in salary classification when being reassigned or rotated within State agencies and units; sector-specific policies are implemented through allowance schemes.

At present, teachers apply the unified salary scale together with the salary allowances issued under Decree No. 204/2004/ND-CP, including the seniority allowance and the preferential allowance for teachers ranging from 25% to 70%. As a result, the total salary and allowance package for teachers is currently among the highest across the public service sectors.

The Ministry of Home Affairs has sent an official communication to the Ministry of Education and Training providing comments on the draft Government Decree on salary policies and allowance regimes for teachers.

At the same time, pursuant to Politburo Resolution No. 71-NQ/TW dated 22 August 2025 on breakthroughs in education and training development, the Government Party Delegation has submitted to the Politburo a proposal on the salary and allowance scheme for cadres, civil servants, public employees, and the armed forces following the restructuring of the governmental apparatus and the two-tier local government model. The proposal includes a roadmap for adjusting the preferential allowance for teachers.

Accordingly, teachers’ total salary and allowance entitlements will continue to increase in the coming period.

For these reasons, and in order not to disrupt the overall design of the current salary system or create new inconsistencies in salary and income levels when compared with civil servants and public employees in other sectors, the Ministry of Home Affairs proposes not to provide for a special salary coefficient for teachers, as the sector-specific factor has already been addressed through the preferential allowance, which is being increased under Resolution No. 71-NQ/TW.

Allowance regime for teachers

According to the Ministry of Home Affairs, the current allowance schemes are implemented in accordance with Decree No. 204/2004/ND-CP and the relevant guiding circulars (including job-responsibility allowances and mobility allowances).

Therefore, the Ministry of Education and Training is requested to base the allowance regime for teachers on the above-mentioned legal documents. If additional groups of beneficiaries are to be included, the Ministry should follow the procedures set out in the guiding circulars; at the same time, it should not re-stipulate provisions that already exist in other legal documents to avoid duplication (as hazardous, harmful, and dangerous-work allowances have been provided for under Government Decree No. 113/2015/ND-CP dated 09 November 2015 on special-duty allowances, preferential allowances, job-responsibility allowances, and hazardous/harmful/dangerous-work allowances for teachers in public vocational education institutions).
