The 16th National Assembly expected to have 500 deputies

(L&D) - The resolution of the National Assembly Standing Committee specifies that the 16th National Assembly will consist of 500 deputies, including 217 deputies from central agencies and 283 deputies from localities. The expected composition of members from the Politburo and Secretariat is 12 – 14 people.

Accordingly, the total number of deputies of the 16th National Assembly is 500. Of these, the expected number of deputies from central agencies is 217 (43.4%), while the number of deputies from localities is 283 (56.6%).

The resolution of the National Assembly Standing Committee also specifies the allocation of deputies in central agencies for each agency, organization, and unit.

Specifically, the Party agencies will have 10 deputies; the Office of the President, 3 deputies; National Assembly agencies (full-time deputies at the central level), 145 deputies; the Government and government-affiliated agencies, 15 deputies. The Ministry of National Defense (including the minister, ministry agencies, military regions, and services) will have 13 deputies; the Ministry of Public Security (including the minister), 3 deputies. The Supreme People's Court has 1 deputy; the Supreme People's Procuracy, 1 deputy; the State Audit Office, 1 deputy; and the Vietnam Fatherland Front, 25 deputies.

Expected allocation of National Assembly Deputies in localities

According to the resolution, the expected number of deputies from localities is 283. The allocation of deputies in localities is based on two structures: orientation structure and guidance structure.

Under the orientation structure, 179 deputies serve as a framework for provinces and cities to use as a basis for nominating candidates. This includes: key leaders of provinces and centrally governed cities who also serve as heads of the local National Assembly delegation; full-time deputies; representatives of the Vietnam Fatherland Front; religious deputies; military; public security; People’s Courts; People’s Procuracies; Departments of Justice; research institutes, universities, and academies; and enterprises, associations, and unions in the production sector.

The guidance structure allows localities to nominate 104 deputies. This flexible structure provides provinces and cities a basis for proposing candidates, including representatives from sectors such as science and technology, finance, education, health, culture and arts, local government, internal affairs, scholars, and intellectuals. Within this structure, attention must be paid to the reasonable allocation of women, non-party members, ethnic minorities, young people, and self-nominated candidates.

The resolution also stipulates combined structures. A candidate may belong to more than one structure, including: members of the Party Central Committee: approximately 80–90 people, of which 12–14 are members of the Politburo and Secretariat; non-party deputies: 25–50 people; young deputies (under 40 years old): approximately 50; and re-elected deputies: approximately 160.

Deputies from ethnic minorities must account for at least 18% of the total in the official list of candidates for National Assembly deputies. Special attention should be given to ethnic groups not yet represented in the National Assembly.

Deputies who are women must account for at least 35% of the total in the official list of candidates for National Assembly deputies.

Regarding the expected allocation of deputies to be elected in each province and city, the principle is: each province or city must have at least 4 deputies residing and working locally.

Additional deputies are allocated based on population and the characteristics of each locality, ensuring that the total number of deputies to be elected is 500. Each province and city must have at least 7 deputies.
