The quality of higher education institutions is proposed to be assessed based on 15 standards.

(L&D) – The draft Circular on quality accreditation of higher education institutions, currently being prepared by the Ministry of Education and Training, proposes 15 assessment criteria.

According to the draft Circular, higher education institutions shall use the set of standards for assessing institutional quality to establish, operate, and develop their internal quality assurance system, to guide and monitor all activities related to the institution, to conduct self-assessment, and to ensure and continuously improve the quality of education and training.

For education quality accreditation organizations, the set of standards for assessing the quality of higher education institutions will be used to appraise self-assessment reports; conduct external evaluations; provide guidance on improving internal quality assurance systems and refining their operational methods; decide on whether to grant or deny accreditation of education quality standards for higher education institutions; and serve as the basis for developing supplementary criteria and guidelines for evaluating standards applicable to universities.

For higher education institutions, this set of standards serves as the basis for improving their internal quality assurance system and enhancing the management and operation of the institution.

For other organizations and individuals, it provides a basis for making assessments and engaging in social criticism of the higher education institutions in which they have an interest.

The set of standards for assessing the quality of higher education institutions

The set of standards for assessing the quality of higher education institutions consists of 15 standards:

Standard 4: Financial and Physical Resources

Standard 5: Networks and External Relations

Standard 6: Education and Training Policies

Standard 7: Scientific Research Policies

Standard 8: Community Service Policies

Standard 9: Quality Assurance System

Standard 10: Internal Quality Assurance Information System

Standard 11: Quality Enhancement

Standard 12: Learning Outcomes

Standard 13: Research Outcomes

Standard 14: Community Service Outcomes

Standard 15: Financial Market Outcomes

Accreditation cycle: once every 5 years

According to the draft, the accreditation process for higher education institutions will be carried out in four steps: a) Self-assessment; b) External evaluation; c) Appraisal of evaluation results; d) Accreditation of compliance with education quality standards.

The accreditation cycle for higher education institutions is five years.

Method of assessment

Higher education institutions are subject to self-assessment and external evaluation in accordance with the standards and criteria set out in Chapter II of this Circular.

Assessment of criteria

a- A criterion is assessed as Achieved when a higher education institution has an official approach to quality assurance activities; has a system established and operated with clear policies and procedures implemented consistently; and provides practical evidence of implementation and continuous improvement.

b- A criterion is assessed as Not Achieved when a higher education institution has not yet established an appropriate quality assurance system, or has a quality assurance system in place but it is not effectively implemented; lacks evidence of actual operation; or shows no quality improvement.

Based on these provisions, the education quality accreditation organization shall provide more detailed regulations on the levels of achievement and non-achievement of criteria, while also developing assessment guidelines to help institutions identify their current status and improve the quality of education.

Assessment of standards

a- A standard is assessed as Achieved when there is no more than one unmet criterion for a standard containing four to five criteria; no more than two unmet criteria for a standard containing six or more criteria; and no unmet criteria for a standard containing two to three criteria.

b- A standard is assessed as Not Achieved when it does not meet the conditions specified in point a.

Assessment of Higher Education Institutions

A higher education institution is assessed as Achieved when all standards are evaluated as Achieved in accordance with the standard assessment regulations above.

A higher education institution is assessed as Conditionally Achieved when no more than three standards are evaluated as Not Achieved and the total number of unmet criteria does not exceed eighteen.

The institution is required to implement quality improvement measures within no more than twenty-four months from the date it is recognized as Conditionally Achieved.

A higher education institution is assessed as Not Achieved when more than three standards are Not Achieved or the total number of unmet criteria exceeds eighteen.

Conditions for a higher education institution to be recognized as meeting quality standards

A higher education institution must have at least one graduating student cohort.

A higher education institution must undergo external evaluation and submit a formal request to the education quality accreditation organization for recognition of compliance with education quality standards.
